Prepare response plans for storm No. 15

Accordingly, scenario 1: The highest possibility is that the storm will change direction to the North when it reaches the Northwestern sea of ​​Truong Sa special zone (about 500km east of the Gia Lai-Khanh Hoa coast (probability 70%); scenario 2 is worse, the storm will not change direction but will enter the Gia Lai-Khanh Hoa area (probability 20%); scenario 3 (probability 10%), the storm will dissipate at sea, not affecting our mainland in terms of rain and wind.

The standing agency of the Border Guard Civil Defense Command said that by 6 a.m. on November 26, 49,327 vehicles/272,356 workers had been notified, counted and instructed to know the storm's developments and direction of movement so that they could proactively avoid it. Currently, there are no vehicles in the danger zone.

The province has issued telegrams and orders to operate reservoirs, organized the relocation of 70 boats out of the expected affected area; called on boats operating at sea to proactively find safe anchorages. The province proposed that the Central Government continue to support the province to soon restore production and stabilize people's lives.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha expressed his deep sympathy with the localities that have just suffered damage due to floods, and assessed that storm No. 15 has developed very complicatedly in the context of "storm on flood, flood on flood". He emphasized that the risk of many types of natural disasters such as flash floods, landslides, and widespread flooding is very high because the land is saturated with water.

The Deputy Prime Minister requested ministries, branches and localities to absolutely not be subjective, closely follow forecasts, and fully prepare response plans for each scenario. The Ministry of Agriculture and Environment and specialized agencies quickly assess risks and vulnerability levels and report on the results of directing the overcoming of consequences in the past time, as well as the difficulties currently facing localities.

Referring to the issue of communication in natural disasters, the Deputy Prime Minister requested that there must be clear regulations on mechanisms and means of communication from the central to local levels, from the province to the commune, down to the hamlet and each household to ensure that people receive timely disaster warnings and have time to move to a safe place.

“Storm No. 15 is likely to directly or indirectly affect Khanh Hoa, Dak Lak, Gia Lai and Lam Dong, which have just been heavily affected by floods. The provinces need to review the remaining work and learn from previous floods to be proactive and minimize damage when the storm hits,” Deputy Prime Minister Tran Hong Ha emphasized.
