The goal of the plenary session is to clarify the action strategy of "dual transformation", with the main goal of focusing on people in the context of rapid development of science and technology, while analyzing new industrial trends, the role of AI, automation and green technology in improving productivity and restructuring the value chain. The plenary session also raises the need to clarify the global outlook of the smart economic model, pointing out the benefits that need to be grasped and the risks that Vietnam needs to prepare for, thereby proposing ways to build a smart, transparent and sustainable super-urban model for the country.
After the plenary session, to delve into core issues in the dual transformation process of Vietnam and the region towards a smart economy, the Forum continued with three parallel thematic discussion sessions on: Smart manufacturing and global supply chain; logistics and smart seaports associated with the dual transformation goal; smart government in the digital age.
Speaking at the event, Prime Minister Pham Minh Chinh stated that in the bustling atmosphere of Vietnam's autumn, in the city named after the great President Ho Chi Minh - where the country's quintessence converges, where growth is at its peak, dynamic and creative development, where many innovative ideas, aspirations to rise up and pioneering will, self-reliance and self-reliance originate - we solemnly organize the Autumn Economic Forum 2025, with the theme "Green transformation in the digital age".
On behalf of General Secretary To Lam and leaders of the Party and State of Vietnam, Prime Minister Pham Minh Chinh warmly welcomed and welcomed leaders and representatives of international and Vietnamese agencies, corporations and enterprises who attended this important and meaningful event; sent delegates his respectful greetings, kind regards and warmest congratulations.
The Prime Minister highly appreciated the Ho Chi Minh City People's Committee, the Ministry of Foreign Affairs and relevant agencies for their thoughtful organization of the event; and thanked the World Economic Forum (WEF) and international corporations, businesses and organizations for accompanying and supporting Vietnam in organizing the Autumn Economic Forum 2025.
The Head of Government emphasized that this Forum is not only an important international event, but also a milestone opening a new promising path in Vietnam's journey of development cooperation and international integration; for peace, stability, cooperation and development, and economic recovery in the region and the world.
According to the Prime Minister, the world is currently witnessing political polarization, economic separation, institutional fragmentation, and development differentiation. World economic growth has slowed down after the COVID-19 pandemic, global government debt has increased; world trade has declined; supply chains have broken down; production and business have stagnated; jobs and livelihoods have declined...
This situation poses increasingly complex difficulties and challenges, but also brings about increasingly open opportunities and advantages; requiring us to have a long-term vision, unite to gain strength, cooperate to create resources, share to consolidate and enhance trust; together build a common future of wealth, prosperity and sustainable development; in which "green transformation in the digital age" is an inevitable trend, an objective requirement, a strategic choice and a top priority for the rapid and sustainable development of each country, each enterprise and the whole world.
The Prime Minister emphasized Vietnam's awareness that: All countries around the globe are converging in the same flat world, where no country can decide its own mission and that of the world, nor can it alone solve the challenges of the century and humanity, including the richest and most powerful countries - challenges that are global, all-people, comprehensive, requiring a global, all-people, comprehensive approach and cooperation; a spirit of international solidarity and upholding multilateralism.
On this occasion, the Prime Minister affirmed Vietnam's three consistent and continuous viewpoints in the process of "green transformation in the digital age".
First: All development must take people, the people, and businesses as the center, subject, goal, driving force, and resource. Progress, social justice, environmental protection, and social security must not be sacrificed to pursue mere economic growth. The green transformation process in the digital age must aim for deep, inclusive international solidarity and help people become more prosperous, safer, and happier.
Second: Vietnam is a good friend, a reliable partner and a responsible member of the international community in the green transformation process in the digital age. Persistently pursuing an independent and autonomous foreign policy for peace, friendship, cooperation and development, multilateralization and diversification; always ready to be a friend and reliable partner of all countries for a peaceful and stable environment, creating favorable conditions and mobilizing the support of countries around the world to develop together quickly and sustainably, bringing strength and prosperity to each country, and warmth and happiness to each citizen.
"We are committed to seriously implementing the millennium goals and committing to net zero emissions by 2050. Vietnam is ready to open its market and create a legal corridor to welcome green capital flows, green technology, and digital technology from international partners," the Prime Minister said.
Third: Resources originate from thinking and vision; motivation originates from innovation and creativity; strength originates from people and businesses; and must combine national strength with the strength of the times, domestic strength with international strength, State strength with private strength.
The Prime Minister said that to realize the above goals and viewpoints, Vietnam focuses on implementing solutions in the spirit of "open institutions, smooth infrastructure, smart governance and human resources, common practices, and mutual cooperation".
Firstly, the State creates, enterprises pioneer, public and private sectors go hand in hand, the country develops, the people are happy and prosperous. In particular, the State creates institutions with the spirit of "going early, going first, paving the way for development" through building legal corridors, encouraging the development of projects in the fields of green transformation and digital transformation. At the same time, cutting and simplifying administrative procedures and business regulations, creating maximum convenience for domestic and foreign enterprises and investors, turning institutions into national competitive advantages, reducing compliance costs for people and enterprises.
Second, there is a mechanism for incentives, mobilizing and effectively using resources in the spirit of "internal strength is fundamental, strategic, long-term and decisive; external strength is important and breakthrough". Harmoniously combine internal and external resources, national strength with the strength of the times; promote public-private cooperation.
Third, promote the development of high-quality human resources to meet the requirements of green transformation and digital transformation, where people are the decisive factor. Build a system of schools; perfect mechanisms and policies to promote links between schools and businesses, meeting the requirements of the high-quality labor market.
Fourth, promote cooperation and transfer of science and technology, in which the help and support of international friends and the world's leading enterprises are needed, especially in the fields of artificial intelligence, biotechnology, quantum technology, semiconductors, nuclear energy, etc.
Fifth, innovate smart management thinking in the direction of "both tight management and development creation, maximizing resource mobilization for development". Research, transfer and apply advanced management experiences in the world suitable to Vietnam's conditions and circumstances.
The Prime Minister also emphasized the important and valuable lessons of the Vietnamese revolution: Nothing is more precious than independence and freedom, firmly holding the flag of national independence and socialism; the people make history, the revolutionary cause is of the people, by the people and for the people; unity is an invincible strength, constantly consolidating and strengthening unity (unity of the whole Party, unity of the whole people, national unity, international unity); persistently following the path of self-reliance, self-reliance, and self-control, while combining national strength with the strength of the times, domestic strength with international strength; the correct leadership of the Party is the leading factor deciding the victory of the Vietnamese revolution.
"There is never a lack of difficulties and challenges, but there is also never a lack of opportunities and chances. The question is whether we can see them, discover them, dare to do them, dare to commit, dare to contribute, dare to innovate. We are ready to commit to close and effective cooperation with all countries, all partners, all businesses around the world in the spirit of harmonious benefits and shared risks," the Prime Minister said.
The Prime Minister stated that the Autumn Economic Forum 2025 is a solemn event that clearly demonstrates the convergence of intelligence, sharing of vision and action, spreading benefits, and creating momentum for Vietnam together with the international community.
The presence of Government representatives, businesses, scholars and domestic and international organizations demonstrates the will and spirit of active cooperation, aspiration and motivation to jointly create new values, build a sustainable, inclusive and humane environment for all countries, partners, businesses and for each individual.
The Forum's selection to be held in Ho Chi Minh City also demonstrates the City's commitment to striving to become a pioneering model in Vietnam in dual transformation to create momentum for breakthrough growth, rapid but sustainable development.
With the theme "Green transformation in the digital age", the discussion and dialogue sessions within the framework of this year's Forum aim at a common goal: Finding breakthrough solutions to promote green growth, promote innovation, while ensuring rapid, sustainable and inclusive development, "leaving no one behind in the green transformation of the digital age".
The Prime Minister emphasized that Vietnam believes that the ideas, initiatives and commitments shared at the Autumn Economic Forum 2025 will not stop at the speeches, but will continue to motivate, inspire, spread and be realized through practical actions - sparking new cooperation prospects and concrete actions to jointly create a green, digital and humane future for all humanity.
"We hope that the Autumn Economic Forum 2025 will not only be a place to exchange ideas and share initiatives, but also a space to connect dialogue, enhance trust, strengthen cooperation, promote multilateralism and respect international law, in the spirit of "valuing intelligence, saving time, making timely decisions and sharing benefits, giving is forever".
