Luc Hon Commune: Promoting the role of village chiefs in disseminating the law

Luc Hon commune currently has 29 Party cell secretaries/village chiefs. This is a force close to the people, understanding the people, identified by the local government as a key factor in propaganda work, mobilizing people to comply with the provisions of the law.

The work of disseminating the law in the mountainous commune of Luc Hon previously encountered many difficulties due to transportation, low educational level, and many long-standing bad customs. With the advantage of being local people who understand the language and customs of each ethnic group, the Party cell secretaries/village chiefs have become an important bridge between the government and the people. They directly convey legal regulations in an easy-to-understand, easy-to-remember manner that is suitable for each ethnic group's culture, helping people access information in a more natural, closer, and effective way. Many complex issues related to land, marriage and family, security and order, and forest protection have been resolved harmoniously right at the grassroots level thanks to the participation of this team.

Mr. Vi Tien Vuong, Chairman of Luc Hon Commune People's Committee, said: Through the propaganda work of the Party cell secretaries/village chiefs, many outdated habits and customs, such as organizing long-term festivals, setting off firecrackers on holidays, and making illegal hunting tools, have been gradually eliminated. This change comes from the persistent advocacy and persuasion of the Party cell secretaries/village chiefs, who are always pioneers and exemplary in law enforcement, analyzing the good and benefits of law compliance so that people can understand and follow.

In the last months of 2025, when the risk of traffic safety violations, possession of explosives, homemade weapons, etc. increases; the team of Party cell secretaries/village chiefs of the commune continues to promote its core role. They closely coordinate with the commune police force to participate in patrolling, controlling, grasping the situation in each village, reminding people to comply with traffic regulations, not to drink alcohol while driving, not to speed or overtake recklessly; the harmful effects of explosives, calling on people not to buy, sell, store or use illegal fireworks; coordinate with the commune police to review and mobilize people to hand over homemade weapons, clearly explain the dangers, and be handled according to the law. Propaganda and mobilization work is deployed regularly and continuously through village meetings, Party cell activities, community cultural exchange programs, etc.

Regular propaganda by officials such as Mr. Luong Duc Long, Party Cell Secretary and Head of Pac Po Village, always helps people grasp the law in the best way.

Mr. Luong Duc Long, Party Cell Secretary and Head of Pac Po Village, said: I proactively exchange, listen and resolve people's questions, helping the process of legal propaganda not be imposed, but become sharing and consensus. At the same time, I coordinate with organizations on how to mobilize, so I gain people's trust. The commune government regularly organizes training and fosters professional skills and propaganda skills for the team of Party Cell Secretaries/Village Heads, thanks to which I promptly grasp new legal documents and apply them effectively in practice.

When each citizen understands and complies with the law, the sustainable development of the locality is ensured. Luc Hon is continuing to propose many solutions to improve the quality of grassroots staff, making legal propaganda a regular, continuous and increasingly effective task.
