Attending and directing the Congress were comrades: Dr. Nguyen Ngoc An - Chairman of Vietnam Education Trade Union; Dr. Nguyen Ngoc Hien - Party Secretary, Chairman of Vinh University Council.
In the period of 2023 - 2025, Vinh University Trade Union has effectively performed its role of representing, caring for, and protecting the legitimate rights and interests of civil servants and employees. The regimes and policies on salary, insurance, and allowances have been fully implemented; the material and spiritual life of civil servants and employees has been cared for and significantly improved.
Propaganda, education and cultural life building activities have been vigorously deployed and widely spread. The school's union has promoted the application of information technology in communication, built a Fanpage to interact with union members; organized cultural and sports movements, events such as "Tet Sum Vay", "Ve Nguon", contests, online competitions... attracting a large number of workers to participate.
During the term, the school's Trade Union has effectively coordinated with the professional sector to implement key emulation movements such as "Good teaching - Good learning", "Good labor - Creative labor", "Good at public work - Good at housework". Many scientific topics and useful solutions have been implemented; the staff and employees have published hundreds of international and domestic scientific articles; research and technology transfer activities have achieved positive results, contributing to enhancing the position and prestige of the school.

The work of building the Trade Union organization has been implemented synchronously and effectively. The whole school currently has 27 Trade Unions with 1,000 members. The work of developing union members and training union cadres has been focused on; many cadres have been introduced and admitted to the Party.
The Congress also spent time discussing key contents of the new term, emphasizing strengthening the representative role of the Trade Union in the university autonomy mechanism; continuing to innovate operating methods; promoting digital transformation; improving the quality of the team; creating a safe, humane, and cohesive working environment; taking better care of the lives of workers; accompanying the school to successfully carry out the strategic task for the period 2025 - 2030 of becoming an international-class regional university.
Speaking at the Congress, Dr. Nguyen Ngoc An - Chairman of the Vietnam Education Trade Union acknowledged and praised the achievements of the School Trade Union, and emphasized that the period of 2025 - 2030 is the time when the country and the education sector are facing many decisive changes, with a series of new regulations related to higher education and vocational education taking effect from January 1, 2026. In the context of restructuring, merging, and strongly innovating the management and operation mechanisms of training institutions, the team of teachers, scientists and workers have to face many pressures and challenges in terms of expertise, psychology and adaptation to the new governance model.

The leaders of the Vietnam Education Trade Union affirmed that this is the time when the Trade Union needs to demonstrate more clearly its role of accompanying, caring for professional emotions, supporting workers to maintain their enthusiasm, creativity and courage to overcome change. With the motto "Finding new answers to old problems", the Trade Union needs to innovate its approach to the task of representing, caring for and protecting workers' rights.
The Congress elected the Executive Committee of the School Trade Union for the 35th term, 2025 - 2030, consisting of 13 comrades; elected the delegation to attend the 17th Congress of Vietnam Education Trade Union for the 2025 - 2030 term. Dr. Pham Thi Binh - President of Vinh University Trade Union for the 2023 - 2025 term was elected to hold the position of President of the School Trade Union for the new term.
