According to the reporter's records, both sides of this road are littered with tree branches, household waste, household items, and construction materials. In some places, the garbage is piled up to 4-5 meters high, creating a giant mountain of garbage. In recent rainy days, the thick, black leachate has flowed onto the road, emitting a strong odor, making people upset.

Ms. Nguyen Thi Mui in Vinh Hung ward shared: “Every day I have to go through this street to go to the market and take my children to school. For nearly 2 months now, this street has been stinking all the time, forcing us to wear masks. Garbage has spilled onto the road, making it difficult and dangerous to travel, especially at night. We, the people, have petitioned many times, hoping that the government will soon resolve the issue to restore the cleanliness of this place.”

Mr. Nguyen Van Ngoc - Vice Chairman of Vinh Hung Ward People's Committee said: In addition to the large amount of tree waste after the storm, there is also the situation of people dumping household waste in violation of regulations, causing the area to become a spontaneous landfill. The ward has continuously sent documents requesting the environmental company to collect waste and release all branches and leaves temporarily gathered on D3 Street. However, progress is still slow.

In the latest dispatch of ward No. 1664 dated November 22, 2025 sent to Nghe An Urban Environment and Construction Joint Stock Company, Vinh Hung ward said that the situation of garbage backlog over the past time has caused garbage fires, blocked drainage holes, damaged the road surface, seriously affected traffic order and safety and made local voters angry. The ward requested the company to speed up the progress and complete the cleanup before December 5, 2025 in accordance with the task assigned by the Provincial People's Committee.
Through discussion, a representative of Nghe An Urban Environment and Construction Joint Stock Company said: The garbage collection point on D3 road was only a temporary solution to collect tens of thousands of trees that were knocked down after storms, especially storms No. 5 and No. 10. However, after the storm, many units and residential areas continued to trim trees and gather them in this area, while a group of people lacking awareness also brought household garbage to dump illegally, causing the amount of garbage to increase dramatically.

In addition, because green tree waste has special characteristics, different from normal household waste, according to regulations, this type of waste is allowed to be collected and recycled for many purposes such as fuel, bedding material, mushroom growing or composting for fertilizer. Gathering on route D3 also aims to create conditions for households and units in need to collect and exploit the remaining valuable green trees. Because of the need to spend time on this collection activity, the plan for transporting and processing green tree waste must be adjusted, delayed compared to usual practice, both to avoid waste and to ensure proper procedures.

The company representative said that on November 26, the unit worked with departments, branches, and localities and is submitting a new plan to the Provincial People's Committee, requesting permission to bring all green tree waste to the complex for treatment. If the province approves the policy, the company commits to mobilizing maximum means and human resources to collect and transport this amount of waste, returning the urban landscape as soon as possible.
On the ward government side, Vinh Hung ward leaders said they will continue to coordinate with functional forces and companies, strengthen inspections, resolutely handle cases of illegal dumping of waste, and closely monitor the progress of cleaning up on D3 street to ensure the area is clean soon, and pollution does not recur.
