The fraudsters created forged documents bearing the logo, signatures of leaders, and seal of Vinh University.
These documents often promote scholarship programs for studying abroad at many prestigious universities in the US, South Korea, China, Australia, etc., with detailed information about eligibility criteria, tuition fees, scholarship opportunities, and study duration, leading many to mistakenly believe that these are official programs issued by the universities.

According to a representative from Vinh University, the common feature of these fake documents is that they require students to submit applications and pay large fees.
There have been cases where students were tricked into paying hundreds of millions of dong, but they promptly reported it to the school and fortunately avoided becoming victims of the scammers.
In fact, a student at a member unit of Vinh University was once kidnapped by a scam group who demanded a ransom from his family. Thanks to the family's vigilance and the timely intervention of the police, a tragic outcome was prevented.
Working with Vinh University, authorities have determined that all documents and scholarship programs circulating online are fake and have no connection to the university.
Mr. Nguyen Huy Bang, Rector of Vinh University, affirmed to a reporter from Dan Tri newspaper : "This is an act of impersonation aimed at appropriating students' assets and damaging the school's reputation."
We have advised students through orientation sessions at the beginning of the semester and academic year, as well as through the school's official media channels."
The leaders of Vinh University also emphasized that all official activities and programs (if any) are publicly announced on the university's official website and Facebook fanpage.

To enhance prevention, at the recent Conference on the Implementation of the National Movement for Protecting National Security in the 2025-2026 academic year, the school invited leaders from the Nghe An Provincial Police to provide guidance and disseminate information to raise awareness among staff, faculty, and students, preventing social evils and fraud, including the forgery of school documents and work programs.
"After discovering the incident, we submitted a report to the relevant authorities requesting their cooperation in clarifying the matter and protecting the school's reputation and normal operations," Mr. Bang informed.
To improve the efficiency of information management and verification, starting in September, all internal documents sent to students of Vinh University will be digitally signed using certificates, making it easy to check their authenticity online.
Mr. Bang added: "In the near future, each document will be assigned a QR code so that students can scan and verify that it is an official document from the school."
