Recently, the situation of individuals impersonating police officers to defraud people by offering assistance in registering level 2 electronic identity verification accounts for children has become increasingly complex in many localities nationwide, including Ninh Binh province. In particular, taking advantage of the time when schools are conducting enrollment for the first grade, completing student records, and the increased demand for integrating documents into the VNeID application, these individuals have continuously changed their methods and tactics to commit crimes.

In Ninh Binh, the police force has recently received reports from many citizens about being contacted by individuals posing as police officers , residence management officials, or online public service support staff, requesting them to update their children's electronic identification information. In some cases, parents received calls informing them that their child's ID card data was incorrect, their enrollment application was invalid, or that urgent verification was needed to avoid affecting their child's exam or enrollment, forcing them to comply with the callers' demands.

Specifically, the perpetrators instruct parents to access suspicious links, install fake applications, or provide OTP codes. In some cases, the perpetrators use images and uniforms resembling those of the People's Police force to make video calls to gain trust; they even impersonate government phone numbers to deceive victims. After luring victims into installing fake applications mimicking "public services," "electronic identity verification support," or "population data synchronization," the perpetrators secretly take control of the phone, collect personal information, biometric data, OTP codes, and transfer money from the victim's bank account.

Notably, many parents, fearing the impact on their children's exams and admissions, have lowered their guard and followed the instructions of these scammers. Some victims have had large sums of money stolen in a short time after installing fake applications or providing confidential information. This is a new tactic but has appeared in many provinces and cities, seriously affecting cybersecurity and people's assets.

In light of this situation, authorities advise people to be vigilant and note the following: (1) Do not trust calls or messages from unknown numbers claiming to be police officers requesting money transfers to “activate”, “upgrade” or “fast-track” electronic identity accounts. (2) Do not provide personal information, identification documents, OTP codes, or bank account information to anyone over the phone or on social media. (3) Do not access strange links or install applications from unknown sources. The VNeID application is the only application of the Ministry of Public Security, only downloadable through the App Store for iPhones and Google Play for Android phones. (4) When receiving information related to student records, enrollment, or electronic identity, parents should proactively contact the school or the nearest police station to verify.

When detecting suspicious signs of fraud, citizens should promptly report them to the police for guidance on handling and timely prevention. Every citizen should proactively update information from official sources and raise awareness to protect their own and their family's assets, contributing to effective prevention of online fraud and thus helping to ensure good security and order in the area.
