Not limited to identity cards, driver's licenses, or health insurance cards, the VNeID electronic identification application continues to expand its functionality, allowing the display of school transcripts, diplomas, and certificates with legal validity equivalent to paper copies.

Accordingly, from May 15, 2026, citizens can use their school transcripts, diplomas, and certificates directly on the VNeID electronic identification application instead of paper copies in many administrative procedures, civil transactions, and recruitment processes. This regulation is stipulated in Decree 88/2026/ND-CP on the creation and use of education and training data.

According to the Decree, each citizen will have a "lifelong learning record," managed uniformly using a personal identification number. This is a unique code that allows citizens to access the national education database to look up all their educational information, from primary school to university and other training programs. After being properly updated by educational institutions, this data will be digitized, stored permanently, and automatically integrated into VNeID.

The Ministry of Education and Training aims to complete the issuance of lifelong learning record codes to all learners before January 1, 2027. Agencies within the education system are responsible for preparing the technological infrastructure or utilizing services from providers to create the data according to the planned schedule.

The digitized academic record includes electronic transcripts recording academic and training results; various diplomas and certificates; training results at higher education and vocational education institutions; along with achievements and awards recognized by competent authorities... In addition, the system also stores information on the recognition of foreign diplomas, competency assessment results, and confirmation of the learning process at educational institutions.

Notably, this data, when displayed on VNeID, has the same legal validity as paper documents. This means that when carrying out administrative procedures, transactions, or submitting job applications, people only need to present the information on the application without having to carry original or certified copies as before. Along with expanding convenience, the Decree also clearly stipulates the principles for exploiting and using data to ensure information security and confidentiality.

Previously, many important documents such as identity cards, driver's licenses, vehicle registration, social insurance, and health insurance have been integrated into VNeID. The addition of learning data is considered a new step in the roadmap for digitizing personal documents, contributing to reducing procedures, saving time, and improving management efficiency.
