The Ministry of Industry and Trade supports the promotion of lychee consumption.

In order to support the consumption and export of lychees in the 2026 crop year, contributing to the achievement of the set export growth target, the Import-Export Department (Ministry of Industry and Trade) has just issued Document No. 600/XNK-NH on supporting and promoting the consumption of lychees.

Accordingly, the Import-Export Department has requested relevant units to coordinate and implement a comprehensive set of solutions to facilitate the procurement, circulation, and export of lychees during the peak season.

The Customs Department (Ministry of Finance), the Department of Crop Production and Plant Protection ( Ministry of Agriculture and Environment ), the Border Gate Department (Border Guard Command), and the Import-Export Department are requested to facilitate customs clearance and plant quarantine for exported lychee shipments; avoiding congestion at border gates, especially during peak harvest seasons.

The relevant units are requested to proactively allocate sufficient personnel and equipment to serve customs clearance and specialized inspection work; priority should be given to the rapid processing of fresh, perishable lychee shipments.

Strengthen information exchange with relevant Chinese authorities to promptly update on new regulations and requirements related to quarantine, quality standards, and traceability for exported lychees.

For the Departments of Industry and Trade in the northern border provinces, the Import-Export Department requests that they regularly monitor and update the situation of import and export and transportation of goods through border gates; and promptly exchange information with the Import-Export Department and relevant agencies to coordinate the handling of arising issues.

Coordinate with the management board of the border economic zone and relevant authorities to regulate transportation appropriately and minimize congestion at border gates. Strengthen the provision of information and recommendations to businesses and traders regarding customs clearance capacity at each border gate to enable them to proactively plan for harvesting, transporting, and delivering goods.

In addition, localities are requested to allocate human resources and technical facilities, implement policies to simplify administrative procedures, and reduce costs in order to create favorable conditions for businesses to apply for Certificates of Origin for fresh lychee fruit.

For the Departments of Industry and Trade of Bac Ninh province and Hai Phong city, the Import-Export Department requests that they direct businesses in their areas to proactively communicate with their Chinese partners to adjust plans and delivery schedules accordingly; diversify methods of goods transportation, and enhance the exploitation of intermodal rail transport routes through railway and air border crossings to reduce pressure on land border crossings.

In addition, coordinate with local authorities to organize the purchase of lychees in the area to ensure efficiency and avoid disorder in the purchasing process, such as bidding wars, price manipulation, or forcing down prices for farmers.

The Import-Export Department also requested the two localities to strengthen trade promotion activities and connect lychee consumption through domestic and international distribution systems, e-commerce platforms, and potential export markets.

Guide businesses, cooperatives, and packaging facilities to improve product quality, meeting requirements for traceability, packaging design standards, food safety, and technical standards of importing markets. Allocate human resources and technical infrastructure locally with the aim of simplifying administrative procedures, reducing costs, and creating favorable conditions for businesses to apply for Certificates of Origin for fresh lychee.

Regarding the Vietnam Fruit and Vegetable Association, the Import-Export Department recommends strengthening coordination with localities, businesses, and cooperatives in the production, procurement, processing, and export of lychees to monitor consumption trends and promptly report any difficulties or obstacles to relevant authorities for coordinated resolution.

The association is requested to proactively provide market information, import demand, technical regulations, quality standards, and plant quarantine requirements of importing markets; and to support businesses in connecting with trading partners and expanding markets for lychee fruit.

In addition, it is necessary to promote the brand of Vietnamese lychees through trade fairs, exhibitions, direct and online business networking activities; strengthen coordination with distribution systems, e-commerce platforms and Vietnamese trade offices abroad to promote the consumption and export of lychees…

The association is also encouraged to mobilize member businesses to invest in improving their capacity for preliminary processing, preservation, deep processing, and packaging of products; and to apply technology in traceability, quality assurance, and food safety to meet the requirements of import markets.
