Bringing the "one-stop shop" service down to the villages and hamlets.
Bringing administrative procedures directly to villages and individual households is becoming an effective approach in many localities throughout Quang Ngai province. Not only does this help people in mountainous and remote areas reduce travel time and costs, but it also contributes to changing the service mindset of local authorities towards a more proactive, people-oriented, and practical approach.

At the community center in Lang Xi 1 village (Ba To commune), a large crowd of people gathered from early morning, waiting for their turn to complete administrative procedures according to the schedule of the mobile task force. Unlike the crowded conditions and multiple trips as before, this time people proactively prepared their documents, only needing to arrive on time to receive guidance and have their procedures processed on the spot.
A miniature "one-stop service" center is set up right in front of the community center lobby, fully equipped with computers, printers, and document processing equipment. Instead of sitting behind a counter, staff sit directly next to citizens to receive, check, and guide them through each step of the procedure.
Mr. Pham Van Tien, a resident of Lang Xi 1 village, said that previously, every time he needed to do paperwork, he had to go to the commune center, which was time-consuming and inconvenient. Now that it can be done right in the village, it's much more convenient.
Sharing the joy of not having to travel long distances, many households expressed their happiness at having officials come directly to their villages to help them with administrative procedures. Ms. Pham Thi Day (from Xa Rau village) shared: “My house is far from the commune center, so before, every time I went to do paperwork, I had to ask someone to drive me, which took almost a whole morning. Now that officials have come to the village, people save time, reduce costs, and are more proactive in their family affairs.”

To ensure a smooth application process, the task force developed a detailed plan and announced the work schedule in advance through the village head and the public address system so that people could prepare all necessary documents and minimize multiple trips.
In mountainous areas like Ba Tô, difficult transportation used to be a barrier that delayed many people from completing administrative procedures. Bringing public services directly to the villages therefore not only addresses immediate needs but also clearly demonstrates a shift in administrative thinking.
Notably, officials do not do the work for people but directly guide them so that they understand and can perform the procedures themselves. For those who are illiterate or encounter difficulties in the declaration process, officials provide hands-on guidance, explaining each detail specifically to help people complete their applications. For ethnic minority communities, each task force assigns officials fluent in the local language to assist with communication, making it easier for people to access the procedures.
Not stopping at centralized reception points, officials also bring equipment to the homes of elderly and infirm individuals who are unable to travel. The sight of officials carrying computers and printers to each household to process procedures right on their doorsteps has become familiar in many highland villages. "I'm old and have difficulty getting around, but now the officials come to my house to help, so I don't have to go anywhere anymore," said Mrs. Pham Thi Duong (from Lang Xi 1 village) with a smile.
The effectiveness of a people-oriented approach.
Since the beginning of 2026, the mobile administrative procedure task force of Ba Tô commune, with 7 members, has been directly visiting villages to receive and process applications. Work sessions are organized on a rotating basis, prioritizing areas far from the center to ensure that all citizens have access to public services.

As a result, 100% of the applications were processed ahead of schedule. This not only demonstrates efficiency in work processing but also shows a clear shift in the approach of local authorities, from passive to proactive in serving the people.
In parallel with handling applications in person, officials also guide citizens in registering for electronic identity accounts, submitting applications online, and accessing digital public services. From being initially unfamiliar with the process, many citizens have gradually become accustomed to carrying out procedures in an electronic environment.
Not only in Ba Tô, but also in Bình Sơn commune, the "Mobile Administrative Saturday" model has been implemented, bringing officials to villages to serve people outside of regular working hours. Many procedures such as marriage registration, notarization, business registration, etc., are handled right in the residential area, helping people avoid having to take time off work or wait for many days to complete their documents.

Speaking with a reporter from the Industry and Trade Newspaper, Ms. Vo Thi Hien, Chairwoman of the People's Committee of Binh Son commune, said that the implementation of the model stemmed from the actual needs of the people. Currently, a segment of the population, especially the elderly, people with disabilities, those working shifts, or those living far from the commune center, still face difficulties in carrying out administrative procedures. "Therefore, mobile administrative services are a concrete solution to implement the policy of administrative reform, building a service-oriented administration that puts the people at the center. At the same time, the model also contributes to reducing the workload of the one-stop service center and improving the efficiency of handling procedures right at the grassroots level," Ms. Hien said.
The mobile administrative model is gradually proving its effectiveness in bridging the gap between the government and the people. This is not only a short-term solution but also a suitable direction in building a modern, friendly administration that better serves the needs of the people.
