
On the morning of November 17, prolonged heavy rain caused floodwaters from upstream to rush in quickly, isolating many areas in Phuoc Chanh commune. Near a hydroelectric plant in Phuoc Chanh commune, Tran Cong Ly (born in 1992, temporarily residing in Hamlet 3, Phuoc Chanh commune) and Ho Van Win (born in 2009, residing in the same hamlet) were surrounded by strong currents on their way home from work and could not return home.
Upon receiving the news, Phuoc Chanh Commune Police mobilized officers and soldiers to coordinate with military forces to approach the scene. Rescue conditions were difficult due to high water flow, fragmented terrain and limited visibility, forcing the authorities to use specialized canoes to carefully approach the victim.

After a few minutes of deployment, the working group reached the trapped location, took the two people out of the danger zone and moved them to a safe place. Commune health workers initially checked their health and encouraged and reassured the victims to help them stabilize.
