The Draft Political Report submitted to the 14th National Congress identifies industrialization and modernization based on science, technology, innovation and digital transformation (S&T) as the strategic pillars of the new growth model. Along with the requirement to promote digital transformation, green transformation, energy transformation and structural transformation, the quality of human resources, this orientation aims to restructure the economy towards modernity, greenness and sustainability, enhancing competitiveness in the context of the digital economy and the Fourth Industrial Revolution that are reshaping the global development order.

Perfecting institutions for rapid and sustainable development

The Draft Political Report emphasizes the need to continue to build and synchronously perfect institutions for rapid and sustainable development, considering this a prerequisite for establishing a new growth model and promoting industrialization and modernization. Institutions pave the way for restructuring the economy, promoting new growth drivers and unleashing all development potential, especially in the fields of high technology, digital economy and new economic models.

The legal system will be improved to meet the development requirements of the digital economy , especially in the fields of financial technology, digital assets, artificial intelligence, e-commerce and emerging technology industries. The draft clearly defines the task of building breakthrough and outstanding mechanisms and policies to develop advanced economic models and new generation development spaces such as digital economy, green economy, circular economy, dynamic regions, growth poles, economic corridors, special economic zones, special technology zones, free trade zones, international financial centers and especially national data centers. These will be important components of the modern economy, associated with innovation in governance models and effective exploitation of the country's new competitive advantages.

The promotion of strategic infrastructure projects has also been stepped up with specific targets such as high-speed railways, urban railways in Hanoi and Ho Chi Minh City, nuclear power, solar power, and offshore wind power. These projects not only upgrade infrastructure capacity but also open up new development space, creating a foundation for regional connectivity and attracting high-quality investment.

The draft requires a strong shift in the state management method from pre-control to post-control, along with the construction of a system of modern standards and regulations capable of managing high-tech fields, digital technology and new economic models. Administrative reform will continue to be promoted towards building a service-oriented, transparent, professional and modern administration. The goal is to significantly improve the national administrative reform index on international rankings, creating a favorable, safe and attractive environment for businesses, investors and people.

Science, Technology, Innovation and Digital Transformation: Main driving forces for new growth model and industrialization and modernization

Establishing a new growth model is considered a strategic focus with the goal of improving productivity, quality, efficiency, added value and competitiveness of the economy. Science, technology, innovation and digital transformation are identified as the main driving force of the new generation growth model, creating new productivity and production methods based on the data economy and digital economy. The draft emphasizes the need to "promote digital transformation, green transformation, energy transformation, structural transformation and human resource quality. Identify new growth drivers and focus on science and technology to renew and upgrade traditional drivers".

The new growth model will be associated with the formation of strong growth poles, key economic zones, urban systems and new-generation economic zones on par with the region and the world. This will be the place where modern infrastructure, high-quality human resources, cutting-edge technology industries and innovative economic models are concentrated, creating a spillover effect for the entire economy.

At the same time, the Draft requires a strong innovation in development thinking and restructuring of the entire economy on the basis of ensuring macroeconomic stability and major balances. The state economy, especially state-owned enterprises, must be innovated according to international standards, improving efficiency and leading role in key areas. State budget expenditures need to be restructured in the direction of strongly increasing development investment expenditures, focusing on priority sectors and areas and creating breakthroughs in mechanisms and policies to improve the quality of public investment.

In the industrial sector, the Draft orients the strong development of fundamental industries such as energy, mechanical engineering, metallurgy, new materials, chemicals, digital technology and biotechnology. Prioritize the development and gradual mastery of technology in emerging industries with strategic roles such as semiconductor chips, robots, artificial intelligence, advanced materials, bio-industry, renewable energy and new energy. Gradually build and develop strategic industries such as atomic energy, space and quantum. Develop industries serving agriculture; industries serving national defense and security; modern construction industry; cultural industry, heritage economy; a number of important industrial clusters, large-scale, modern industrial complexes on a regional and inter-regional scale. Continue to restructure, innovate operating methods, and improve the autonomy of public service units, especially in the fields of science, technology, culture, education and health.

Agriculture and rural economy continue to play an important role in the new growth model. The draft requires shifting the rural economic structure towards green, ecological, circular, value chain-based, and effective. Promote the application of science, technology, and digital transformation in agriculture; develop large-scale commodity production areas with high quality and added value, associated with deep processing and product branding; develop forms of organization and linkage of production and business in agriculture and rural areas; expand agricultural export markets, build production chains, and link product consumption.

The service sector is oriented towards modernity, high quality and high added value. New types of services and connecting services will be promoted, especially in the fields of finance, banking, insurance, securities, digital assets, transportation and logistics. Socialization will be promoted to develop cultural, educational, scientific, technological, medical, sports, employment services, etc. The draft mentions the construction of high-quality service and tourism centers, international financial centers, new-generation free trade zones and large logistics centers associated with seaports, international airports and key border gates.

At the same time, promote industrialization, modernization and urbanization. Solve well the relationship between domestic production autonomy and participation in the global production network and value chain, build and modernize a strong national industry, take science, technology and innovation as the main driving force, take international integration as a method to mobilize all resources for industrialization and modernization.

In addition, accelerate the industrialization and modernization of sustainable agriculture and rural areas; develop modern forms of production organization in agriculture; closely link industrial and service development with agriculture; develop agricultural and rural economy with new rural construction. Focus on synchronously building agricultural and rural infrastructure systems.

The marine economy continues to be considered one of the pillars of growth. The draft aims to strongly develop marine economic sectors associated with ensuring national defense, security and environmental protection. Important contents include building coastal economic zones and industrial zones, developing urban chains and coastal transport corridors, building large fishing logistics centers associated with key fishing grounds, developing high-tech aquaculture at sea and investing in infrastructure on key islands.

To support development drivers, the Draft requires fully promoting the role of each economic sector. The state economy continues to play a leading role in ensuring major balances and strategic orientations; the private economy is identified as one of the most important driving forces of the economy; the cooperative economy, collective economy, foreign-invested economy and other economic forms continue to be important components of the national economy. The Draft also emphasizes the strong development of large-scale economic groups and state-owned enterprises with international competitiveness in key areas, while creating a favorable environment for private enterprises to have equal access to resources, promote innovation and expand production and business.

Attracting selective FDI, focusing on high-tech and low-emission industries, enhancing connectivity between the FDI sector and domestic enterprises, promoting technology transfer and forming a linked ecosystem are important tasks set out in the Draft. In addition, it is necessary to promote regional economic development, innovate thinking from management to governance, perfect the set of criteria for evaluating regional development efficiency, synchronously invest in the socio-economic infrastructure system and promote the role of dynamic regions, growth poles and large cities.
