The role of science and technology in modern agriculture .
According to many experts, high-tech agriculture is not only an inevitable trend but also an effective solution to improve productivity, quality, and added value in agriculture. Applications of high technology, from mechanization and automation to biotechnology and information technology in production management, have created breakthrough transformations for Vietnam's agricultural sector.
Statistics show that the country currently has 34 high-tech agricultural zones planned in 19 provinces, many of which have become operational and effective, attracting significant investment and becoming shining examples of modern agricultural production models. This is vivid evidence that, with the right legal framework and mechanisms, high-tech agriculture can become a major driving force for rural economic development and enhance the value of agricultural exports.

High-tech agriculture is an effective solution to improve productivity, quality, and added value in agriculture.
Many argue that removing regulations on high-tech agriculture from the current law would create a legal vacuum, affecting planning, land procedures, organizational structure, and the assignment of tasks to state agencies. Therefore, retaining and refining these regulations is necessary to ensure a legal basis for localities to continue maintaining and developing high-tech agricultural models.
Along with expressing opinions on retaining current regulations, many delegates also emphasized the importance of improving institutions and policies to create momentum for development. The draft Law on High Technology (amended) has institutionalized many contents consistent with the Party and State's guidelines and policies, but to promote sustainable development, it is necessary to study and institutionalize more breakthrough policies, especially in the fields of research and development of high technology, strategic technologies, and strategic products.
Representative Pham Hung Thai ( Tay Ninh ) argued that maintaining regulations on high-tech agriculture would create favorable conditions to attract investment in modern agriculture, in line with the policy of rural modernization. High-tech agricultural zones are not only places for producing high-quality agricultural products but also serve as a basis for enacting preferential policies and encouraging socio-economic development in rural areas with agricultural advantages.
Integrating high technology with sustainable development.
The draft Law on High Technology (amended) not only aims to develop the high-tech industry in a synchronized manner but also directly links it to the country's sustainable development goals. In agriculture, high technology helps reduce dependence on climate change, limit the use of natural resources, improve production efficiency, and create agricultural products with high export value.
High technology in agriculture also contributes to the modernization of rural infrastructure, the formation of advanced production models, and thus promotes socio-economic development in localities. Maintaining and developing high-tech agricultural zones will create a strong ripple effect, enhancing the competitiveness of Vietnamese agricultural products in the international market.
The amendment of the High-Tech Law presents both opportunities and challenges. The opportunity lies in the fact that, once the law is passed, businesses and localities will have a clear legal framework to invest in and implement high-tech agricultural projects. At the same time, the law will create momentum for Vietnam to develop strategic technologies, promote knowledge transfer, and strengthen international cooperation in science and technology.
The challenge lies in balancing innovation and continuity. The law needs to maintain existing regulations on high-tech agriculture to ensure stability for ongoing projects, while also expanding the long-term vision to adapt to new technological trends, such as digital agriculture, automation, and artificial intelligence in agricultural production.

Maintaining the "piece" of high-tech agriculture in the draft High-Tech Law is a strategic step that will help Vietnam continue to develop a modern and sustainable agricultural sector. Maintaining regulations on high-tech agricultural enterprises, high-tech agricultural zones, and related preferential policies will help localities and investors confidently implement projects, thereby improving production efficiency and creating added value for agriculture.
The law also needs to orient the development of key high-tech sectors, create mechanisms to encourage innovation, enhance research and development capabilities, and thereby promote close links between science, technology, and socio-economic development. This is the prerequisite for Vietnam to achieve its goals of developing a green economy, digital economy, and smart agriculture, moving towards a modern economy deeply integrated with the international community.
The draft Law on High Technology (amended) is one of the important legal documents of strategic importance in promoting the development of science, technology, and innovation. Maintaining regulations on high-tech agriculture not only ensures stability and continuity but also creates a foundation for Vietnam to develop a modern, sustainable agricultural sector, contributing to enhancing national competitiveness.
Improving institutions and policies with a long-term, synchronized vision and mechanisms to encourage investment in high technology will help Vietnam achieve breakthroughs and development based on science and technology, aiming to build an innovative, modern, and fully integrated international economy.
