
On November 17th, thousands of households in the low-lying downstream areas of the Perfume River and Bo River in Hue City were flooded due to rising water levels on these two rivers, exceeding flood warning levels 2 and 3 respectively.
Specifically, in Hoa Chau ward, many roads are deeply to very deeply flooded, such as: Provincial Road 4 from km3-km9 flooded from 40-110cm; National Highway 49B from km43-km46 flooded from 10-50cm; Provincial Road 8 section from Thanh Phuoc residential area to Thuan Hoa residential area flooded from 20-30cm.
Additionally, within this ward, 30% of inter-neighborhood and inter-hamlet roads are flooded to a depth of 50-70m, while 40% are flooded to a depth of 0.2-0.5m. According to initial statistics, 779 households in Hoa Chau ward have been affected by flooding.
Mr. Nguyen Manh Cuong, Vice Chairman of the People's Committee of Hoa Chau Ward, said that in response to the widespread flooding, the Ward's Civil Defense Command has directed relevant agencies and units to review response plans according to the "four on-the-spot" principle; to avoid being caught off guard in any situation; to prepare forces, vehicles, and equipment; and to strictly maintain the command duty, duty officer, combat readiness duty, and rescue duty.
In Quang Dien commune, on the morning of November 17th, the water level of the Bo River at the Phu Oc station was measured at 4.96m, 0.46m above alarm level 3. This caused widespread flooding in villages near the Bo River, cutting off some roads and making transportation difficult. Currently, more than 2,200 houses in the commune are flooded to a depth of 0.1-0.7m; 13 out of 17 schools have flooded their schoolyards and classrooms.
According to Mr. Nguyen Anh Cau, Chairman of the People's Committee of Quang Dien commune, in response to the flooding, Quang Dien commune has relocated 13 households with 32 people; and has directed villages, especially those along the Bo River and some villages along the Tam Giang lagoon, to urgently relocate and evacuate 74 households with 89 people.
Currently, the villages are continuing to prepare the necessary resources and personnel to promptly relocate and evacuate residents according to the village's "four on-the-spot" plan.
