The Ministry of Industry and Trade is finalizing policies on safe electricity usage.

On the afternoon of November 17th in Hanoi, the Ministry of Industry and Trade organized a workshop to develop a Prime Minister's Decision on the National Program on Safety in Electricity Use for the period 2026-2030.

Deputy Minister of Industry and Trade Truong Thanh Hoai attended and chaired the workshop. Also present were representatives from the Ministry of National Defence, the Ministry of Interior, the Ministry of Agriculture and Environment , the National Power System Operation and Market Company (NSMO), Vietnam Electricity Group (EVN), various power corporations, and several provincial Departments of Industry and Trade. The conference was held in both in-person and online formats.

In his opening remarks at the workshop, Deputy Minister Truong Thanh Hoai stated: According to assessments of electrical safety, numerous accidents due to electrical safety violations occur nationwide every year, significantly impacting the economy and causing substantial losses in terms of human lives and property. Although the electricity sector has conducted many activities to raise awareness and guide people on safe electricity use, public awareness and understanding of electrical safety remain very limited.

In fulfilling its mandate to develop legal documents as part of the 2024 program, the Ministry of Industry and Trade has drafted and submitted to the Prime Minister a draft National Program on Safe Electricity Use. This is a framework document aimed at providing a basis for localities to develop plans and allocate resources to implement related contents.

Deputy Minister Truong Thanh Hoai requested that experts and agency representatives focus their feedback on: the degree of conformity of the draft Decision with the new policies and guidelines of the Party, State, and Government; the feasibility of the objectives, solutions, and resources for implementation; and the contents on which there are differing opinions that have not been adequately explained.

At the workshop, Mr. Trinh Van Thuan, Deputy Director of the Department of Industrial Safety and Environmental Engineering under the Ministry of Industry and Trade, stated that, to date, the Ministry of Industry and Trade has received 73 out of 95 written opinions from ministries, sectors, and localities. In addition, there are also opinions from EVN and other power corporations.

After receiving feedback from various units, the Ministry of Industry and Trade compiled all the comments. Some contents were incorporated into the draft, while others were clarified, ” said Mr. Trinh Van Thuan.

Commenting on the draft Decision, Mr. Vu An Tuan - Deputy Head of the Technical Safety Department, EVN - said that during the process of developing the draft National Program on Electricity Safety, EVN had closely coordinated with the Department of Technical Safety and Industrial Environment. The Group fully participated in meetings and workshops and submitted two official written comments to the Ministry of Industry and Trade, and these comments have been basically incorporated into the draft.

To finalize the draft Decision, Mr. Tuan requested further clarification on issues related to implementation organization, electrical installation consulting, training organization, development of criteria and assessment of electrical system safety... as well as the responsibilities of the electricity supplier.

Commenting on the draft, Mr. Nguyen Khanh Long, Deputy Director of the Employment Department, Ministry of Interior, emphasized: The most difficult issue is resources and funding.

Mr. Long pointed out that previous national programs (such as the 2010-2021/2025 period), despite being approved by the Prime Minister, lacked operational funding. To make the programs effective, Mr. Long suggested focusing on vulnerable groups in society, the target groups often reached by national programs, including citizens, households, people in rural, mountainous, and island areas, and those who must ensure their own electrical safety.

Regarding management, Mr. Nguyen Khanh Long proposed adding the Ministry of Interior to the list of responsibilities for coordination, as tasks related to electrical safety are considered highly demanding and require training and instruction.

" The program needs to research and incorporate the responsibilities of the commune-level People's Committee into its implementation, because the commune is where people live and is the practical 'extension' of the central government to the local level in the context of promoting decentralization and delegation of power, " a representative from the Ministry of Interior proposed.

Mr. Nguyen Khanh Long also suggested that instead of using funds to develop legal documents, the program should shift to supporting research to develop standards and regulations, and at the same time, add content on investigation, statistics, and surveys to create mandatory input, build databases, and apply technology in the spirit of Resolution 57 on digital transformation.

At the workshop, representatives from the power corporations of Hanoi, Ho Chi Minh City, the Northern region, TKV, along with several ministries and agencies, expressed strong agreement with the draft Decision after three rounds of feedback.

Concluding the workshop, Mr. Trinh Van Thuan, Deputy Director of the Department of Industrial Safety and Environmental Engineering, stated that representatives from ministries, sectors, and businesses generally agreed and highly supported the content of the draft. Regarding some additional comments, the Ministry of Industry and Trade will continue to compile, research, and supplement them to finalize the draft, which will then be submitted to the Ministry's leadership for presentation to the Government.
