The Ministry of Culture, Sports and Tourism has just issued Decision No. 4347/QD-BVHTTDL on the announcement of newly issued and repealed administrative procedures in a number of fields within the scope of the Ministry of Culture, Sports and Tourism's management functions.

Based on Government Decree No. 63/2010/ND-CP dated June 8, 2010, on the control of administrative procedures; Based on Government Decree No. 92/2017/ND-CP dated August 7, 2017, amending and supplementing a number of articles of decrees related to the control of administrative procedures; At the request of the Chief of the Ministry's Office;… The Ministry of Culture, Sports and Tourism has issued and announced newly issued and repealed administrative procedures in a number of fields within the scope of the Ministry's management functions.

Accordingly, the newly issued administrative procedures include: Procedures for granting licenses to publish special editions for central agencies and organizations; Procedures for approving changes to the content of licenses to publish special editions for central agencies and organizations; Procedures for granting Certificates of Free Sale (CFS) for exported goods in the field of journalism and publishing; Procedures for amending, supplementing/re-issuing Certificates of Free Sale (CFS) for exported goods in the field of journalism and publishing.

The abolished administrative procedures include: Issuance of Certificates of Free Sale (CFS) for exported goods in the field of journalism and publishing; Amendment, supplementation/re-issuance of Certificates of Free Sale (CFS) for exported goods in the field of journalism and publishing; Procedures for recognizing national treasures for specialized museums under Ministries, branches, political organizations, and socio-political organizations at the central level; Procedures for taking national treasures abroad to serve state-level foreign affairs activities;…

This decision takes effect from the date of signing. Eight central-level administrative procedures previously announced in Decisions No. 3684/QD-BVHTTDL dated December 27, 2022, No. 3955/QD-BVHTTDL dated December 9, 2024, and No. 682/QD-BVHTTDL dated March 14, 2025, of the Minister of Culture, Sports and Tourism are hereby abolished (detailed list in the attached Appendix).

The Ministry of Culture, Sports and Tourism requests the Chief of the Ministry's Office and the heads of relevant agencies and units to be responsible for implementing this Decision.
