These days, at the cultural houses of Moi, Tan Son, Tan Hiep, and Da Coi villages, the learning atmosphere is bustling. From the elderly, young people to middle-aged men and women, everyone is excited to participate in the "Digital Literacy" class. This is a community learning model organized by the locality, aiming to improve people's knowledge and digital skills.
Under the guidance of the Community Digital Technology Team, people practiced right on their smartphones to access the electronic information portal, register for online public services, use the VNeID identification application and many digital utilities to serve their lives. Ms. Trieu Thi Pham, Dao ethnic group in Moi village, shared: “Before, I had a phone but did not know how to use all its functions. Now I know how to register for public services, look up news and agricultural product prices.”

Dai Son commune has more than 12,000 people, including 19 villages, of which more than 70% are ethnic minorities. Compared to many localities in the province, Dai Son faces many difficulties in propagating and improving the intellectual level of the people. Therefore, the Party Committee and People's Committee of the commune identify the "Digital Education for All" movement as a key task, associated with the program of building a learning society and digital transformation at the grassroots level. Every year, the commune issues plans, assigns tasks to each village, organization and mobilizes social resources to open community classes.
The highlight of the movement is its flexible, “people-centered” approach. Many classes are held in the evening at the village cultural house. In each village, retired cadres and youth union members are assigned as core instructors. In addition to learning basic literacy and numeracy, people are also trained in information searching skills, accessing digital agriculture platforms and applying science and technology to cultivation and animal husbandry.
Thanks to the innovative approach, the movement has brought positive results: More than 60% of households are proficient in using smartphones, many self-study groups maintain their activities after the course. More importantly, people's awareness has gradually changed, they proactively seek information, improve their self-reliance, and contribute to building a new countryside and a learning society.
In the context of strong digital transformation, the Party Committee and People's Committee of the commune require each cadre and party member to be a pioneer in learning digital skills, thereby creating a change in awareness about science and technology development, innovation and digital transformation.
The “Digital Literacy for All” movement in Dai Son is not only a community education activity but also a practical solution in the journey to shorten the development gap, increase access to information, develop the economy and society and reduce poverty sustainably. Dai Son strives to have no poor households by 2027 according to multidimensional standards.
