On the morning of November 24, the Secretariat held a national conference to review the inspection, supervision and disciplinary work in 2025 and the 13th Party Congress term, connecting online to the bridge points of provincial Party Committees, city Party Committees and Party Committees directly under the Central Committee.
Speaking at the conference, General Secretary To Lam emphasized that the 13th Party Congress took place in the context of rapid and complicated developments in the international, regional and domestic situations, with many new and unprecedented issues arising beyond forecast, posing great difficulties and challenges.

However, according to the General Secretary, this is also the period when our Party demonstrated its resilience, solidarity, unity, and calmness in resolving risks and challenges, leading the country to overcome "big waves and strong winds", and achieving many important results.
Many breakthrough strategic policies and decisions have been and are being implemented, opening up a turning point in the country's development process.
Since the beginning of his term, the General Secretary has affirmed a profound lesson: the more difficult the times, the better we must do the work of building and rectifying the Party.
On behalf of the Politburo and the Secretariat, the General Secretary commended and highly appreciated the achievements and results of the Party's inspection, supervision and disciplinary work in 2025 and the entire 13th Party Congress term.
However, Party leaders also frankly acknowledged that there are still many limitations that need to be overcome, including the capacity of a number of inspection officers not keeping up with new requirements; post-inspection monitoring and supervision in some places is still lacking in determination; many violations have been pointed out but are slow to be corrected...
The General Secretary requested that these issues be promptly resolved to further improve the effectiveness of the Party's inspection, supervision and discipline work, meeting the requirements of tasks in the new period.

To improve the quality and effectiveness of inspection, supervision and Party discipline enforcement work in the coming term, the General Secretary thoroughly grasped the need to ensure there are no "gaps" or "dark areas" that the Party's inspection and supervision work cannot reach.
Along with that, according to the General Secretary, it is necessary to strongly shift the focus of work to regular monitoring, proactive monitoring, early warning, and remote prevention; proactively monitoring from the beginning and throughout all aspects of work, especially in implementing the Party's major breakthrough policies and decisions on national development in recent times.
The General Secretary requested to promptly detect, inspect and resolutely handle party organizations and party members showing signs of degradation in political ideology, ethics and lifestyle; "self-evolution" and "self-transformation"; violations of things party members are not allowed to do, violations of regulations on exemplary responsibility; violations of Party principles and regulations and State laws; corruption, waste, negativity and group interests.
According to the General Secretary, it is necessary to resolutely handle violations, but also resolutely protect those who are bold in innovation, dare to think and dare to act for the common interest of the country; effectively deploy the work of inspecting and supervising the declaration and disclosure of assets according to regulations.
The General Secretary requested supervision of the resolution of "hot" issues of public concern, such as the operation of the political system and State management in areas prone to corruption and negativity after restructuring the organization and apparatus; the implementation of key projects and works at the national and local levels...
Along with building strong and streamlined Inspection Committees at all levels, the General Secretary requested to build a team of truly courageous, honest, professional inspection cadres, "clear as a mirror, sharp as a sword", absolutely loyal to the Party, steadfast in the face of all difficulties, not subject to any pressure, influence or temptation.

According to the General Secretary, each inspector must have a firm grasp of the Party's guidelines, principles, and regulations; be proficient in their profession; and be able to analyze, forecast, and detect problems early and from afar.
At the same time, they must also be good listeners, understand reality, and handle matters fairly, objectively, and according to principles and procedures.
The work of an inspector requires great transparency and courage, so according to the General Secretary, each cadre must always train himself, maintain ethics, improve his qualifications, and practice a fair, careful, and decisive working style.
Also at the Conference, the General Secretary proposed to continue promoting digital transformation and application of information technology; promoting connection and sharing of data smoothly, accurately and promptly to effectively serve inspection and supervision work throughout the political system, towards "inspection on data, supervision on data".
According to the report, the Politburo, the Secretariat and Party committees at all levels inspected 232,401 Party organizations and 1,284,298 Party members.
Of which, the Politburo and Secretariat established 60 inspection teams led by Politburo members and Secretariat members, to inspect 172 party organizations.
Party committees at all levels have inspected 852 party organizations, 5,422 party members, and 1,947 party committee members when there were signs of violations. The inspection concluded that 545 party organizations and 4,213 party members had violations and shortcomings; 231 party organizations and 2,885 party members had to be disciplined; 155 party organizations and 2,615 party members were disciplined.
The Central Inspection Commission inspected and supervised 145 officials under the management of the Politburo and Secretariat, and through inspection, disciplined 10 party members.
