Online fraud is on the rise during the holiday shopping season. Experts recommend shoppers follow the "3 Nos - 3 Quicks" rule to protect themselves.

Do not trust completely even when making a video call. Do not install applications from strange links. Do not transfer money without verification. These are the 3 "No" principles in the "3 No - 3 Quick" rule set that expert Vu Ngoc Son from the National Cyber ​​Security Association recommends people to apply.

In addition to "3 No's", the 3 "Fast" principles that Mr. Vu Ngoc Son proposed include: Quickly look up when receiving suspicious information, quickly disconnect when threatened or manipulated, quickly notify authorities when an incident occurs.

"Safety does not come from luck but from understanding and initiative," emphasized Mr. Vu Ngoc Son, Head of Research of the National Cyber ​​Security Association (NCA).

The above advice was given at the seminar "Identify scams - Shop with peace of mind" on November 27. The National Cyber ​​Security Association coordinated with TikTok to organize the event under the direction of the Cyber ​​Security Department (A05) - Ministry of Public Security .

The discussion is part of the "Anti-Online Fraud 2025" Campaign, which runs from October to December. The goal is to raise awareness during the peak shopping season at the end of the year.

Mr. Vu Duy Hien, Deputy Secretary General of the National Cyber ​​Security Association, warned that this is the time when cybercrime is most active. Millions of online transactions take place every day, and scams can be set in very small actions.

"A click, a QR code or a seemingly familiar video call can cost people their personal data or entire finances in just a few seconds of being off guard," said Mr. Hien.

Criminals are now using many new tricks. These include impersonating major brands, impersonating e-commerce platform employees, and "shocking sales - virtual refunds" tricks. In particular, deepfakes are used to impersonate the faces and voices of loved ones.

Expert Vu Ngoc Son said that Vietnam needs to deploy the "3-layer Shield" model. This model combines law, technology and skills.

Legally, the Personal Data Protection Law 2025 prohibits data theft and trading. The draft Cyber ​​Security Law 2025 prohibits the use of information falsification technology. The Hanoi Convention establishes a global coordination mechanism against cybercrime.

In terms of technology, banks deploy multi-layer authentication such as passwords, OTP, biometrics. The criminal account warning system between banks and the Ministry of Public Security helps prevent suspicious transactions. The Association's nTrust tool helps detect malicious links and software.

Regarding skills, Mr. Son believes that every citizen needs to equip themselves with knowledge like a "digital vaccine". The Association's "Cyber ​​Security Handbook" is a reliable source of information. The younger generation is encouraged to guide their grandparents and parents about cyber security.

Dr. Phan The Thang, Deputy Head of the Consumer Protection Department of the National Competition Commission, said that synchronous coordination is needed. Management agencies, businesses and consumers must work together to create a safe digital transaction ecosystem.

In recent times, many activities have been carried out to implement the Law on Consumer Protection 2023. These include increasing the level of handling violations in cyberspace and developing the Law on E-commerce.
