The Provincial People's Committee requested departments, branches and localities to focus on calling and guiding ships still operating at sea, especially in sea areas at risk of direct impact of the storm, to urgently move out or take shelter to ensure safety.
From 7:00 a.m. on November 28, all cruise ships, transport ships, and fishing vessels are prohibited from operating or traveling at sea until further notice.

Along with that, proactively review and complete local response plans and scenarios, based on specific developments of the storm and specific local situations to decide on implementing necessary measures to ensure the safety of people's lives, especially on islands and coastal areas.
The Provincial People's Committee also requested the implementation of safety measures for dams, dykes, headquarters, schools, infrastructure works; production and business activities, especially agricultural production and aquaculture.
At the same time, carefully review plans, promptly organize evacuation and urgent relocation of residents from dangerous areas, especially on rafts and aquaculture watchtowers.

In addition, the area is at risk of flash floods, landslides if strong winds and heavy rains are forecasted in the area. Proactively arrange forces, vehicles, food and provisions in key vulnerable areas according to the "4 on-site" principle to deploy storm and flood response, rescue and relief work when bad situations occur...

According to the National Center for Hydro-Meteorological Forecasting, in the past 3 hours, storm number 15 has barely moved.
At 7:00 p.m. on November 27, the center of the storm was at about 13.1 degrees North latitude; 113.2 degrees East longitude, about 220 km northwest of Song Tu Tay Island. The strongest wind near the center of the storm was level 12 (118 -133 km/h), gusting to level 15. Moving westward at a speed of 5-10 km/h.
Due to the storm's influence, the central East Sea has strong winds of level 7-9, the area near the storm's eye has strong winds of level 10-12, gusting to level 15; waves 4-6 m high, the area near the storm's eye 7-9 m, and the sea is very rough.
From early morning and on November 28, the offshore waters from Gia Lai to Khanh Hoa will have winds of level 6-7, then increasing to level 8, gusting to level 9-10, waves 5-7m high, and rough seas. Ships operating in the above-mentioned dangerous areas are likely to be affected by storms, whirlwinds, strong winds, and large waves.
