Vietnam-Laos exchange Memorandum of Understanding on industrial chain development

Accordingly, at the event, a Memorandum of Understanding was signed between the Ministry of Industry and Trade of Vietnam and the Ministry of Industry and Trade of Laos on developing industrial linkage chains.

The Memorandum of Understanding between the two sides on developing industrial chain linkages between Vietnam and Laos includes the following main contents:

One is the Vietnam-Laos industrial chain.

The Vietnam-Laos industrial chain is a multi-dimensional cooperation model between enterprises of both sides in the production of goods and trade activities to create a closely linked network in all stages of the value chain and supply chain, including but not limited to the fields of raw material supply, production, processing, manufacturing, design, etc. as well as product distribution in the two-way, regional and world markets.

The industrial linkage chain encourages the active participation of small and medium-sized enterprises and businesses in industrial parks, special economic zones and border economic cooperation zones of the two sides.

Second is the viewpoint of developing the Vietnam-Laos industrial chain.

Developing industrial chains on the basis of equality and mutual benefit, respecting national independence, sovereignty, and territorial integrity, in accordance with the laws of each country and international treaties to which each country is a member.

The two sides will build and develop an industrial chain to encourage and strengthen cooperation between production, import-export and trade enterprises of the two sides, contributing to creating a breakthrough in promoting two-way trade turnover, making the Vietnam-Laos relationship increasingly substantive and effective.

In developing the industrial chain, the two sides acknowledge, respect and fully implement the objective laws of the market economy, in accordance with the development conditions of each side.

Developing industrial chains to maximize the potential and comparative advantages of both sides, promoting technology and innovation, creating breakthroughs in improving productivity and quality for businesses on both sides.

Developing industrial chain linkages to enhance the capacity of businesses on both sides to participate more deeply and with more value in the global supply chain.

Third is the goal of cooperation in developing the Vietnam-Laos industrial chain.

Develop specific mechanisms and policies to identify and develop industrial linkage chains, ensuring concentration, focus, and key points, first of all, prioritizing the selection of developing business cooperation models that have established production and trade relationships. When identifying and selecting linkage projects, the two sides encourage consideration of priority industries and industrial zones of the two countries, such as agricultural processing, light industry, enterprises in special economic zones and border economic cooperation zones.

Pilot study on industrial chain linkage model for some products in priority industries according to competitive advantages, specialization and value chain between the two sides.

Creating a favorable investment and business environment, promoting bilateral trade facilitation. The two sides encourage enhanced cooperation in customs procedures, border trade facilitation and logistics connectivity between Vietnam and Laos, including corridors connecting Lao production with Vietnamese seaports.

Encourage businesses from both sides to participate in developing the Vietnam-Laos industrial chain. Develop criteria and methods to evaluate the performance of the Vietnam-Laos industrial chain.

Fourth is cooperation in developing the Vietnam-Laos industrial chain.

In the period up to 2030, the two sides will select the following industrial chain models to encourage development: Materials, including cement, iron, steel, etc.; chemicals; textiles and footwear; mechanical manufacturing, means of transport; dairy industry; electronics, including electronic components, electronic hardware, etc.; processing industry, including processing of agricultural, forestry, fishery products, food, etc.; mineral exploitation and processing; renewable energy (hydropower, wind power, solar power), as well as electricity transmission and trading.

In the process of implementing the construction of the Vietnam-Laos industrial linkage chain, the two sides committed to supporting each other in implementing the following key initiatives: Jointly developing the pilot model of the Vietnam-Laos Industrial Park; coordinating research to provide information and serve the policy of developing the Vietnam-Laos industrial linkage chain.

The year is training and capacity building for Lao officials, civil servants, public employees and businesses.

The Vietnamese side organizes training and development programs for Lao officials, civil servants, public employees and enterprises in related fields to develop the Vietnam-Laos industrial chain. The Lao side is responsible for identifying and selecting students to participate in training and development courses in Vietnam.

Six is ​​the implementation organization.

The two sides designate the Vietnam Institute for Industry and Trade Policy and Strategy (VIOIT) of the Ministry of Industry and Trade of Vietnam and the Institute of Industry, Trade and Energy (IICE) of the Ministry of Industry and Trade of Laos as focal points, responsible for coordinating the implementation of this Memorandum of Understanding. The two sides may establish a Joint Working Group co-chaired by VIOIT and IICE to coordinate the implementation of this Memorandum of Understanding, develop annual or biennial work plans and submit periodic reports to the Ministers of the two sides.
