Complete Hai Phong city planning with the best quality

On the afternoon of December 1, comrade Le Ngoc Chau, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Hai Phong City chaired a conference to listen to a report on the work of establishing and adjusting the planning of Hai Phong City for the period 2021-2030, with a vision to 2050.

Attending the conference were former leaders of Hai Phong city and Hai Duong province through the periods; comrades in the Standing Committee of the City Party Committee; Vice Chairmen of the City People's Committee and experts; representatives of leaders of relevant departments, branches, sectors and localities.

The planning of Hai Phong city for the period 2021 - 2030, with a vision to 2050, focuses on establishing a new development space, maximizing the city's potential and advantages; aiming for high, sustainable, green and inclusive economic growth, while ensuring national defense - security and social stability in the long term. This is also an important basis for concretizing the Party's policies and orientations and the Socio-Economic Development Strategy for the period 2021 - 2030.

After listening to the report of the leaders of the Department of Finance and the consulting unit on the work of adjusting the Hai Phong City Planning for the period 2021 - 2030, with a vision to 2050, the delegates contributed many opinions on the approach, objectives, principles and legal basis for adjusting the planning, assessing the potential and outstanding development conditions of Hai Phong.

Comments suggested that the development perspective must closely follow the guiding viewpoints of the Party, the State and higher-level planning; be consistent with the orientation and vision of national development, national strategies and planning, the Red River Delta Regional Planning for the 2021-2030 period, with a vision to 2050 and the Resolution of the Hai Phong City Party Congress for the 2025-2030 term; and laws passed by the National Assembly at the ongoing 10th Session.

Planning needs to proactively seize opportunities, maximize the potential and advantages of the seaport city and the connecting center, the regional economic center, the "main gate to the sea" of the whole North; build Hai Phong into a modern, internationally connected maritime economic center, the driving force for development of the Northern region and the whole country; and the appropriate allocation of spatial development of the urban and rural systems.

Concluding the conference, Chairman of the City People's Committee Le Ngoc Chau respectfully acknowledged and thanked the enthusiastic and highly responsible comments of former city leaders, scientists and experts for contributing to completing the project with the best quality.

The Chairman of the City People's Committee requested that after the conference, departments, branches and localities focus on researching and participating with the highest responsibility in the project contents and send them to the presiding agency before December 12. The Department of Finance together with the consulting unit urgently collect additional comments, adjustments, and complete the report before December 27 so that the city can submit it to the Prime Minister for consideration and approval in accordance with regulations.

Comrade Le Anh Quan, Permanent Vice Chairman of the City People's Committee, spoke at the City People's Committee meeting.

Previously, comrade Le Ngoc Chau, Chairman of the City People's Committee chaired a meeting of the City People's Committee to evaluate the results of leadership and direction work in week 48 and the plan to implement work in week 49 of 2025.

After listening to the opinions of the representatives of the leaders of the departments, branches and the Vice Chairmen of the City People's Committee, concluding the meeting, the Chairman of the City People's Committee requested the leaders of the departments, branches and units, especially those who have just been appointed, transferred and received work in new positions, to promptly grasp the work and not delay in resolving and handling the work.

Departments, branches and units focus on urging the acceleration of disbursement of public investment capital in 2025, striving to complete 100% disbursement of capital as soon as possible.

Review and urge projects and works registered for inauguration and groundbreaking on December 19 to speed up preparation work, ensure progress requirements, and create spillover.

Departments and branches coordinate with the City People's Committee Office to urgently complete the contents presented at the City People's Council meeting at the end of 2025 to ensure high quality.
