Nghe An province is taking decisive action to address stalled public investment projects.

Nghe An province has requested a thorough review and resolution of outstanding and delayed public investment projects, as well as unfinished district-level projects, in order to improve the efficiency of capital utilization.

Amidst the nationwide push to accelerate the disbursement of public investment capital, Nghe An province recently issued Official Document No. 13145/UBND-KT, requesting a comprehensive review and handling of stalled, suspended, or delayed projects, as well as projects decided upon at the district level that are unfinished or not yet implemented. This is a strong move to implement the spirit of Prime Minister's Directive No. 112/CĐ-TTg dated November 6, 2024, on definitively resolving "stalled" projects and preventing budget losses and waste.

The People's Committee of Nghe An province has determined that this is not just an administrative task but an urgent requirement to "clean up" the public investment portfolio, focusing capital on essential projects that are capable of completion and bring about effective socio -economic development. The fact that many projects have been delayed and left unfinished for many years has increased land compensation costs, escalated investment capital, caused infrastructure degradation, and hindered the local development process.

The People's Committee of Nghe An province has requested provincial departments, agencies, the People's Committees of communes and wards, and project investors to review and reassess all projects that have been reported as stalled or facing obstacles according to Official Dispatch 112/CĐ-TTg, and to continue adding projects that are still "in the unclear zone" but are actually behind schedule or have stopped construction.

For each project, the relevant units must specifically assess the necessity of continued investment and the ability to definitively resolve any obstacles. For projects that are no longer in line with the planning, lack sufficient funding, or encounter anticipated obstacles preventing completion, the units must propose scaling down the project, determine a reasonable technical stopping point, or halt the project in accordance with regulations. The handling of these issues must adhere to the principle of "minimizing minor losses to avoid greater damage," ensuring the effectiveness of already invested components.

Specifically, for projects whose investment decisions were made at the district level (before the implementation of the two-tiered local government model), the People's Committee of Nghe An province requires a thorough review of their planning suitability, investment efficiency, and capital allocation capabilities. Only projects that are truly necessary and have the potential to secure funding will be proposed for continued implementation; the remaining projects must be technically halted or construction stopped to avoid delays and waste.

For projects already allocated public investment capital in 2025, the People's Committee of Nghe An province requests that investors focus on completing documentation, accelerating land clearance, resolving difficulties for contractors, and resolutely disbursing 100% of the planned capital as required by the Prime Minister .

Increase the responsibility of the project owner, improve the effectiveness of appraisal and supervision.

The People's Committee of Nghe An province has assigned specific tasks to specialized construction management departments such as the Department of Construction, the Department of Agriculture and Environment, the Department of Education and Training, the Department of Industry and Trade, the Department of Health, the Department of Science and Technology, and the Department of Culture, Sports and Tourism. These units must proactively inspect the construction sites, identify common obstacles, and urge investors to address issues related to quality, progress, and legal documentation.

Specialized agencies are also required to review and propose solutions for each project under their management from the list of 127 projects compiled by the Nghe An Provincial Department of Finance, and to consider additional projects reported by the investors. Based on the agreed-upon solutions, the units must guide the completion of dossiers, conduct appraisals, and submit them to the competent authority for final resolution of each case before November 30, 2025.

The People's Committee of Nghe An province emphasized the responsibility of each agency, unit, and locality in carrying out the tasks; requiring the head of each agency to be directly responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee for the results of implementation, especially the progress of disbursing public investment capital.

Publicly disclosing the list of projects under review, the proposed solutions, and the implementation schedule is also considered an important solution to enhance accountability, while creating conditions for citizens and the community to participate in monitoring and ensuring that projects are completed on time and to the required quality.

With this move, it can be said that Nghe An province is administering a "strong remedy" to overcome "bottlenecks" in public investment, unblock capital flows, prevent losses, and improve the efficiency of budget utilization. The decisive leadership demonstrates the province's determination to definitively resolve outstanding projects, creating a foundation for a new phase of public investment that is more transparent, disciplined, and effective.

Thoroughly addressing unfinished projects not only saves budget resources but also creates momentum for socio-economic development, increases public and business confidence in state management, and aligns with the government's policy of promoting disbursement and improving the quality of public investment.
