In the morning session, which was televised and broadcast live, the National Assembly discussed in the hall: Reports on the 2021-2026 term of the President and the Government. Draft Report on the 15th term of the National Assembly; Reports on the 15th term of the National Assembly Standing Committee, the Nationalities Council, the National Assembly Committees, and the State Audit Office. Reports on the 2021-2026 term of the Supreme People's Court and the Supreme People's Procuracy .

In the afternoon session, the National Assembly continued to discuss in the Hall the Reports on the term's work; listened to the following contents: Presentation and Report on the review of the draft Law on Specialized Courts at the International Financial Center; Presentation and Report on the review of the draft Resolution of the National Assembly on the mechanism and policy for national energy development in the period 2026 - 2030.

After that, the National Assembly discussed in Groups the draft Law on Specialized Courts at the International Financial Center and the Draft Resolution of the National Assembly on mechanisms and policies for national energy development in the 2026-2030 period.

Previously, in the morning session on December 3, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly listened to Permanent Deputy Prime Minister Nguyen Hoa Binh ; Chief Justice of the Supreme People's Court Nguyen Van Quang; Chief Prosecutor of the Supreme People's Procuracy Nguyen Huy Tien; and State Auditor General Ngo Van Tuan present reports on the implementation of a number of resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning.

Next, Chairman of the National Assembly's Committee for People's Aspirations and Supervision Duong Thanh Binh presented a report summarizing the content of the examination of the implementation of a number of resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning.

Afterwards, the National Assembly discussed in the Hall the Summary Report on the implementation by Government members, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, and State Auditor General of the resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning.

At the discussion session, 9 delegates spoke; the majority of delegates basically agreed with the Report of the Government, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, the State Auditor General and the Summary Report of the National Assembly's Committee for Petitions and Supervision. In addition, delegates focused on discussing the following specific contents: Practice of thrift, anti-waste; policies to remove difficulties for production and business, support enterprise development; tax management; credit management; bad debt handling; monetary policy management, inflation control; electricity development; market management; prevention and control of child abuse; implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030; handling of denunciations and reports of crimes and recommendations for prosecution and temporary suspension of investigation; Auditing of urban land planning, management and use activities; solutions to improve prosecution quality; effectiveness and efficiency of audit work and implementation of audit conclusions and recommendations;...

At the end of the discussion, Permanent Deputy Prime Minister Nguyen Hoa Binh spoke to explain and clarify a number of issues raised by National Assembly deputies.

In the afternoon session of the same day, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly held a plenary session in the Hall, listening to National Assembly Standing Committee member Le Tan Toi present a report explaining, accepting and revising the draft Law on State of Emergency.

Then, the National Assembly voted to pass the Law on State of Emergency electronically, with the following results: 420 delegates participated in the vote (equal to 88.79% of the total number of National Assembly delegates); of which, 419 delegates approved (equal to 88.58% of the total number of National Assembly delegates), and 01 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).

Next, under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly met to listen to Minister of Agriculture and Environment Tran Duc Thang, authorized by the Prime Minister, present the Proposal and Chairman of the National Assembly's Council of Ethnic Minorities Lam Van Man present the Report on the appraisal of the investment policy of the National Target Program on new rural areas, sustainable poverty reduction, and socio-economic development of ethnic minority and mountainous areas until 2035.

Deputy Prime Minister Bui Thanh Son presented a report on 3 contents: Investment policy for the Vinh - Thanh Thuy Expressway Construction Investment Project; Draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City; Draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 136/2024/QH15 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.

Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai presented the Verification Report on 3 contents: Investment policy for the Vinh - Thanh Thuy Expressway Construction Investment Project; Draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City; Draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 136/2024/QH15 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.
