
On the afternoon of December 3 at the 10th Session of the 15th National Assembly, Minister of Agriculture and Environment Tran Duc Thang presented a report on the investment policy of the National Target Program on new rural construction, sustainable poverty reduction and socio -economic development in ethnic minority and mountainous areas for the 2026-2035 period.
Accordingly, the Program is a merger of three national target programs: New rural construction; sustainable poverty reduction; socio-economic development in ethnic minority and mountainous areas.
The Minister of Agriculture and Environment said the program will be implemented over 10 years (from 2026 - 2035) and divided into 2 phases: Phase 1 from 2026 - 2030 and Phase 2 from 2031 - 2035.
The Government has set a target that by 2030, the average income of rural people will strive to increase 2.5 - 3 times compared to 2020. Of which, the average income of ethnic minorities will be 2/3 of the national average.
The national multidimensional poverty rate maintains a reduction of 1 - 1.5%/year, striving to reduce the multidimensional poverty rate in ethnic minority and mountainous areas to below 10%, and the multidimensional poverty rate in poor communes to reduce by at least 3%/year.
The program sets a target of striving for 100% of poor communes nationwide to escape poverty; ethnic minority and mountainous areas basically have no more particularly difficult communes and villages.
The goal by 2030 is to strive for about 65% of communes to meet new rural standards; 10% of communes to meet new rural standards will be recognized as modern new rural communes according to the Central's pilot framework and specific criteria issued by the Provincial People's Committee.
The program also sets a target of over 85% of communes and villages in ethnic minority and mountainous areas having sufficient essential infrastructure to ensure meeting the requirements of socio-economic development and people's lives. National goals on sustainable development by 2030 have been basically completed, such as: Planning, arranging, relocating, and stabilizing residents in necessary places; ensuring sufficient essential infrastructure, especially facilities of public service units in the ethnic sector, facilities of the education and training system meeting standards to meet teaching and learning goals; 100% of ethnic minorities and the poor have health insurance and access to free basic health services.
The goal by 2035 is to strive for the national multidimensional poverty rate to maintain a reduction of 1-1.5%/year according to the poverty standard for the period 2031-2035; reduce at least 50% of the number of disadvantaged communes, villages, and hamlets in ethnic minority and mountainous areas; 4-5 provinces and cities in ethnic minority and mountainous areas no longer have disadvantaged communes, villages, and hamlets.
The Government strives that by 2030, the whole country will have about 10-12 provinces and cities recognized as having completed the task of building new rural areas; 4-5 provinces and cities will meet modern new rural standards; the average income per capita in rural areas will increase at least 1.6 times compared to 2030; the average income of ethnic minorities will be equal to 2/3 of the national average.

Regarding the implementation capital, the Government proposed that the National Assembly allow the extension of the implementation period and disbursement of capital for national target programs in 2025 (including capital from previous years transferred to 2025) until December 31, 2026. People's Committees at all levels decide on the adjustment of the state budget public investment estimates and plans of component projects that are no longer supported or have no spending tasks to supplement the implementation of other projects and tasks in each national target program extended to 2026.
