Ngo Quyen Ward determined to disburse 100% of public investment capital

Ngo Quyen Ward is one of the localities allocated a large amount of public investment capital in 2025 by Hai Phong city, with an initial capital plan of more than 472.3 billion VND for site clearance of 5 projects.

Of which, there are 2 transitional projects: investment in construction of Nguyen Trai bridge and urban beautification of the surrounding area; urban beautification of area 47 Le Lai and alley 92 Le Thanh Tong. 3 new projects started construction, starting to clear the ground from 2025 including: construction of flower garden area in alley 47 Le Lai; construction of road connecting the social housing project at 384 Le Thanh Tong and investment in construction of technical infrastructure works in the area of old apartment buildings Van My and 311 Da Nang .

After the city adjusted the capital plan and disbursement scenario at the end of October 2025, the capital allocated to Ngo Quyen ward still amounted to more than VND 391.2 billion. By the end of November, the ward disbursed more than VND 271.5 billion, equal to 69.4% of the plan. The ward's capital disbursement rate and progress are basically guaranteed according to the city's disbursement scenario.

Of the 5 projects in the ward allocated public investment capital to carry out site clearance work, up to now, 3 projects have completed disbursement of 100% of the site clearance capital plan.

Specifically, the Urban Rehabilitation Project of Lane 47 Le Lai and Lane 92 Le Thanh Tong completed the disbursement of 27.5 billion VND, reaching 100% of the plan. The project to build a flower garden in Lane 47 Le Lai disbursed 70.5 billion VND, reaching 100% of the plan. The project to build a road connecting the social housing project at 384 Le Thanh Tong disbursed 24.6 billion VND, reaching 100% of the plan.

In the context of implementing a two-level local government with many urgent and urgent tasks to be implemented to ensure smooth operation of the apparatus and serve the people, the above results are a great effort, demonstrating the sense of responsibility and high determination of the leaders of the Party Committee, the government and the entire political system of Ngo Quyen ward as well as project investors in the task of disbursing public investment capital. In the 5 months from July 1, 2025 to the end of November, the disbursed capital reached 252.6 billion VND, accounting for 93% of the capital disbursed in 11 months.

Determined to disburse 100% of project capital

According to the People's Committee of Ngo Quyen Ward, to achieve the goal of completing the disbursement of 100% of public investment capital in 2025, in the "sprint" stage in the last month of the year, the ward must continue to complete the disbursement of VND 119.7 billion. This task is quite heavy, placing high pressure on the locality as well as project investors.

However, Chairman of the People's Committee of Ngo Quyen Ward Nguyen Quoc Thai affirmed that the ward is determined to complete the plan to disburse public investment capital assigned by the city in 2025. The entire political system of the ward is making the greatest efforts, closely coordinating with investors, relevant sectors and units to remove obstacles, speed up the progress of site clearance for projects, and ensure the progress of capital disbursement.

Currently, the remaining capital that Ngo Quyen ward must disburse is concentrated on 2 projects. The project to invest in the construction of technical infrastructure works in the area of the old Van My and 311 Da Nang apartment buildings is a new project that the city has approved for site clearance capital at the end of June 2025 with the total adjusted post-transfer capital to be disbursed being 184.5 billion VND. By the end of November 2025, the project disbursed 97.7 billion VND, reaching 53% of the plan. In December, this project must continue to complete the disbursement of 86.8 billion VND.

For the project to invest in the construction of Nguyen Trai Bridge and urban beautification of the surrounding area, up to now, 51.2 billion VND has been disbursed, reaching 69.4% of the capital plan. The undisbursed capital is reserved for site clearance for the task of demolishing Hai Phong Port.

In December, the People's Committee of Ngo Quyen Ward developed a scenario for disbursing the remaining capital in conjunction with a plan to implement tasks and specific "critical paths" for each project. At the same time, it assigned responsibilities to departments, specialized units, cadres, civil servants and public employees assigned tasks.

The Ward People's Committee is urging Hai Phong Port to quickly hand over the remaining site for demolition and handover to the investor, and is expected to complete the disbursement of capital allocated for the project in December 2025.

For the Project of investing in the construction of technical infrastructure works in the area of old apartment buildings Van My and 311 Da Nang, the ward has arranged specialized staff to coordinate with the Project Management Board of Ngo Quyen ward to actively review and appraise the origin of land, architectural objects, as well as other support funds to ensure honesty, objectivity and completeness to quickly approve compensation plans. The ward has stepped up propaganda and mobilized organizations and families to quickly agree and hand over the site to shorten the time for approving compensation plans and speed up the disbursement of allocated capital.

For areas where individuals and organizations do not agree, the ward will advise on enforcement options according to regulations and report to the City People's Committee for implementation to speed up the progress of land recovery and handover of the site to the investor. The ward is determined to complete the disbursement of 100% of public investment capital in 2025 in December.
