Clean vehicle registration data, driver's license

Hai Phong City is urgently reviewing and cleaning up vehicle registration and driving license data to ensure that the data is 'correct, sufficient, clean, and alive', serving the construction of a national database and promoting digital transformation in the transport sector.

Determination from the grassroots

Implementing the City Police's plan to comprehensively review and clean vehicle registration data, driver's licenses and digitize vehicle registration records, in Do Son ward, with a high sense of responsibility, officers and soldiers of the ward police urgently compared all data provided by the Traffic Police Department with vehicle registration data currently managed locally. The comparison work focused on important information, such as: owner, license plate, chassis number, engine number and related data, ensuring accuracy and synchronization between paper records and digital database. Along with data cleaning, Do Son ward police promoted the digitization of all vehicle registration records, converting from paper records to electronic data. Thanks to a scientific and practical approach, by the end of November 2025, the ward police cleaned more than 400 driver's license records; reviewed 9,320 vehicle records, including 484 cars and 8,836 motorbikes; and digitized 419 vehicle registration records.

According to Lieutenant Colonel Phan Van Thang, Head of Do Son Ward Police, in the coming time, the unit will continue to maintain and accelerate the progress of general review, update, and supplement vehicle registration data and driver's licenses, update driver identification codes to ensure accuracy, objectivity, and compliance with regulations, striving to complete before December 15, 2025.

In Nam Sach commune, the People's Committee issued a plan to conduct a comprehensive review, clean up vehicle registration data, driver's licenses and digitize vehicle registration records throughout the area. The commune police presided over and coordinated with Project Team 06 in villages to go to each household to collect and compare information on vehicle owners, vehicles, and driver's licenses with the National Population Database. In case of incorrect information, officers guided people to supplement their records, complete procedures to change the name, change or reissue driver's licenses according to regulations. The locality also promoted the mobilization of people to convert paper driver's licenses to PET cards or electronic driver's licenses, in accordance with the digitization roadmap. The People's Committee requested to complete the collection before November 30, 2025 and report daily for synthesis. With the motto "go to every alley, knock on every door, check every person", the locality is determined to create a standardized data set to effectively serve traffic management in the new situation.

Many localities of the city also directed to accelerate the review progress, mobilize the synchronous participation of the entire political system; at the same time, strengthen propaganda, guide people to check and compare personal information to ensure the accuracy and synchronization of data serving state management. Identifying the work of cleaning vehicle registration data and driver's licenses as an important task, contributing to the completion of the National Database on population and electronic identification, towards building a digital government, serving people better and better.

Accurate and transparent

The City Police's plan to comprehensively review, clean up vehicle registration data, driver's licenses and digitize vehicle registration records focuses on implementing three key groups of content, including: updating and supplementing vehicle registration data; reviewing and standardizing driver's license data and digitizing all vehicle registration records. The Traffic Police Department is assigned to preside over and coordinate with the commune and ward police to review and compare data on the system, ensuring accuracy, completeness and timeliness; and at the same time verify cases of vehicles with unknown owners, no longer in the area or showing signs of abnormality.

During the implementation process, the City Police Department has instructed units to absolutely not allow the situation of taking advantage of the review and updating of data to legalize stolen vehicles, vehicles without original documents, or to carry out acts of issuing and exchanging driving licenses in violation of regulations. The digitization of vehicle registration records must be completed before March 15, 2026. All records are stored and managed scientifically, serving well the professional work, looking up and comparing data to serve state management work.

Colonel Nguyen Duc Thin, Deputy Director of the City Police Department, requested the Traffic Police Department to preside over and provide specific and detailed instructions so that the local police can easily understand and implement them. At the same time, promptly summarize any difficulties and problems that arise to report and propose to competent authorities to resolve them, ensuring progress and quality of work.

Data cleaning helps improve the efficiency of vehicle and driver management, contributes to preventing document fraud, creates a platform to integrate vehicle registration and driver's licenses into the VNeID electronic identification application, helping people carry out administrative procedures more quickly and conveniently.

Recently, the Traffic Police Department ( Ministry of Public Security ) chaired a professional meeting with the Police of 34 localities on the results of a month of general review and cleaning of vehicle data nationwide. The Traffic Police Department recognized and commended a number of units with high cleaning rates. In particular, Hai Phong was assessed as one of the leading localities when it completed cleaning 43.49% of data for cars and 41.06% for motorbikes. This result shows the drastic and synchronous participation of the Hai Phong city police force, contributing positively to the overall progress of the whole country in building a "correct, sufficient, clean, and alive" vehicle database.
