In the field of education and training, the Government and the Prime Minister focused on directing the development and submission to the Politburo for promulgation of Resolution No. 71-NQ/TW on breakthroughs in education and training development to create a breakthrough in development and improve the quality of education and training.

The Government submitted to the National Assembly for promulgation the Law on Teachers and two resolutions on: exemption and support of tuition fees for preschool children and general education students; universalization of preschool education for preschool children from 3 to 5 years old; two resolutions on a number of specific and outstanding mechanisms and policies to make breakthroughs in education and training development and the national target program on modernization and improvement of education and training quality in the 2026 - 2035 period.

To date, mobile networks cover 99.8% of the population. The number of mobile broadband subscribers has reached 101.2 million; the number of mobile phone subscribers has reached 118.6 million.

Network operators have handled 17 million mobile subscribers with incorrect information (standardized 11 million, blocked 6 million), information that does not match the national population database.

Since the beginning of 2025, localities have reduced 710 specialized agencies under the Provincial People's Committee (equivalent to a reduction of 60.4%).

The Prime Minister regularly directs the dissemination and implementation of the National Assembly's resolutions on thematic supervision and questioning in the inspection field. Through inspection, recommendations have been made to handle finances, recover assets for the State and transfer many cases to the investigation agency; the work of preventing corruption, waste and negativity has been implemented synchronously. The situation of mass petitions and gatherings has been basically controlled.

The Government has developed and submitted to the National Assembly for approval Resolution No. 70/2024/QH15 on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the conclusions of inspections, examinations, and judgments in a number of provinces and cities. At the same time, it has focused on directing the urgent completion of resolving difficulties and obstacles in projects, achieving positive results; completing the handling of 1,759/2,161 projects and real estate facilities, reaching 81.39%.

The Government strives to complete land surveying, cadastral mapping, land and property registration, cadastral records, issuance of land use right certificates, ownership of property attached to land, and construction of a land database nationwide by 2026.
