Speaking at the conference, Mr. Do Thanh Chung, Deputy Minister of Finance , acknowledged the efforts of localities and requested ministries and branches to closely coordinate and promptly guide the resolution of arising difficulties, especially those related to planning, land, construction, health care, education and security and order.
Up to now, the Ministry of Finance has presided over the development and submission to the Government for promulgation of 16 decrees, 1 decision of the Prime Minister and 1 circular of the Ministry to create a unified legal corridor for the handling of public assets after the reorganization of administrative units according to the local government model. New documents are built in the direction of strengthening decentralization and delegation of power, creating conditions for localities to proactively decide and take responsibility according to the motto "locality decides - locality does - locality takes responsibility".

During the implementation process, the Ministry of Finance has urged and guided with 3 telegrams, 16 official dispatches; organized 6 working groups to work directly with localities and 16 online training courses for thousands of provincial and communal officials. The Ministry also sent professional support staff to many provinces according to actual needs.
Reporting at the conference, Mr. Nguyen Tan Thinh, Director of the Department of Public Asset Management (Ministry of Finance) said that as of December 1, 2025, the country had handled nearly 17,500 surplus houses and lands, reaching nearly 66%. Of which, nearly 800 were arranged for healthcare, more than 4,000 for education , more than 1,300 for culture - sports and nearly 8,000 were arranged as headquarters of administrative and public service units. However, there are still 9,056 facilities that need to be further handled, requiring high concentration in the coming time.
Regarding vehicle equipment, more than 3,200 commune-level administrative units nationwide (accounting for more than 97%) have been equipped with cars for work; 100% of commune-level units reported having sufficient machinery and equipment according to standards, ensuring suitable working conditions for the new apparatus.

Although some positive results have been achieved in the arrangement, reorganization and handling of headquarters and public assets, there are still more than 9,000 facilities that need to be further handled, which is still an extremely heavy task that needs to be quickly carried out in the coming time.
To continue to promote the arrangement, layout and handling of housing and land facilities after the administrative unit arrangement, the representative of the Ministry of Finance requested localities to speed up the establishment, updating and adjustment of land use planning, construction planning and related specialized planning immediately after there is a change in the function of the headquarters; handle assets in accordance with the legal forms prescribed in the Law on Management and Use of Public Assets.
At the same time, the conversion of functions must be carried out with the right authority, in the right order, publicly and transparently; the Chairmen of the People's Committees of provinces and cities need to promptly issue regulations on decentralization of authority to decide on asset handling; fully review surplus houses and land, especially at the commune level, to avoid omissions; ensure adequate means and equipment for the operation of the local government apparatus.
