
Speaking at the meeting, Mr. Lam Van Bi emphasized that Bac Lieu , Vinh Trach and Hiep Thanh wards are identified by Ca Mau province as centers of culture - arts, education - training, scientific research, innovation and services - tourism of the province. In the coming time, Ca Mau province will focus on implementing works and projects to achieve this goal.
Regarding the implementation of the arrangement and handling of public assets such as surplus houses and land, Standing Vice Chairman of the People's Committee of Ca Mau province, Lam Van Bi, highly appreciated the drastic participation of the provincial departments and branches along with the wards of Bac Lieu, Vinh Trach and Hiep Thanh, which resulted in many positive results, in accordance with the expected time and schedule. The coordination between the departments and branches and the wards is worth considering as a model for other localities in the province to study and implement in accordance with actual needs.
Mr. Lam Van Bi requested that localities continue to urgently implement the next steps to avoid the risk of degradation, loss and waste. Particularly for the Department of Education and Training, Mr. Lam Van Bi requested to review the school network, especially some isolated locations in the province to have the earliest plan to convert the functions of some headquarters, contributing to the goal of building and upgrading schools to meet national standards. In the coming time, Ca Mau province will continue to survey and consider arranging some old Bac Lieu provincial headquarters as the basis of provincial departments and branches, creating conditions for cadres, civil servants and public employees of the unit to work and perform their tasks more conveniently.
At the meeting, the leader of the Department of Finance of Ca Mau province said that based on the results of the review, in the wards of Bac Lieu, Vinh Trach, and Hiep Thanh, there are currently 91 surplus houses and lands that need to be handled after rearrangement; of which 11 houses and lands have been arranged and allocated to agencies and units, and the remaining 80 houses and lands are in the process of being reviewed, arranged, and handled. Some of these surplus houses and lands are being abandoned, degraded, and there is no specific plan for arrangement and exploitation...

The Department of Finance proposed that the People's Committee of Ca Mau province assign 60 lists of surplus houses and land to the Provincial Land Fund Development Center for exploitation, auction or investment attraction; in which, Bac Lieu ward has 52 lists of houses and land; Vinh Trach ward has 8 lists of houses and land. The Department of Finance of Ca Mau province proposed that the People's Committee assign 20 lists of surplus houses and land to the locality for management and use; in which, Bac Lieu ward has 6 lists of houses and land; Vinh Trach ward has 3 lists of houses and land; Hiep Thanh ward has 11 lists of houses and land. The Department of Finance of Ca Mau province also gave the expected time for the review and arrangement.

Specifically, the time to organize the implementation of the inspection of the current status, handover and acceptance of housing and land facilities for this agency to submit to the Provincial People's Committee for approval of the arrangement plan to be completed in December 2025. Regarding land use planning and construction planning: The People's Committees of Bac Lieu, Vinh Trach and Hiep Thanh wards shall preside over and coordinate with the Department of Agriculture and Environment and the Department of Construction to review, supplement and adjust land use planning and construction planning for the above-mentioned housing and land facilities in accordance with the socio-economic development orientation and approved handling plan. The completion time is no later than the second quarter of 2026. Discussing at the working session, representatives of the leaders of the departments and branches along with Bac Lieu, Vinh Trach and Hiep Thanh wards all agreed on the solution to arrange surplus facilities and headquarters to expand and upgrade schools; propose to arrange some facilities as headquarters for hamlets. In addition, for large-scale facilities and real estate, it will be included in the planning and land use in the coming time to call for investment.
