Focus on implementing key projects
The area on the North bank of Nguyen Hoang Bridge is considered one of the most beautiful spaces in Hue, located between the Kim Long - Thien Mu - Da Vien cultural - tourist route. The landscape improvement project here was originally a component of the Nguyen Hoang road and bridge project, which was separated and assigned to the City Green Park Center as the investor.
The project covers an area of nearly 4.8 hectares, with a total investment of 50 billion VND, including a granite-paved walkway, an outdoor stage made of ironwood, a parking lot, an artistic lighting system synchronized with Nguyen Hoang Bridge and a modern public service and sanitation area. The philosophy of “no concrete” is the highlight, keeping maximum open space and creating a clear view of the Huong River has been thoroughly applied to this project.
According to the documents, the appraisal of the 1/500 master plan will be completed in early December 2025; the investor is expected to have the project approved and select a contractor in January 2026 to start construction in early 2026.
Towards the sea, the coastal road and the Thuan An seaport overpass are strategic projects to expand Hue's urban space to the east. The project has a total investment of 3,496 billion VND (phase 1 is 2,400 billion VND), with a scale of 21.8 km; of which the pre-investment section is 7.785 km long and the seaport overpass is 2.36 km long. This is considered a "lever" to create momentum to form urban space - coastal tourism.
Currently, the Thuan An seaport overpass has been basically completed, the contractor is installing artistic lighting and cameras. Construction is also being accelerated at both ends of the bridge: Hai Duong side has spread the entire route with aggregate and asphalt for 1.5km; Thuan An side has completed nearly 1km. When the entire route is completed, the project will not only create a development land fund of up to 1,500ha but also shorten the rescue route during the rainy and stormy season.
On the North-South axis, the Resettlement Area Project (TDC) 06 in Vy Da Ward serving the high-speed railway, a particularly important national project, is also being prioritized to accelerate progress. The resettlement area is 2.5 hectares wide, with a total investment of nearly 39 billion VND, including 74 plots of land from 85 - 200m². Although construction started in August 2025, it has only reached 8% of the volume due to site clearance problems. After being approved and compensated, 90% of the area has been handed over, but the project still has to "race" to meet the land handover schedule before March 30, 2026 and complete the entire project before May 30, 2026.

Determined to remove land bottlenecks
Despite carrying high expectations, the key projects of Hue are facing bottlenecks in resettlement land funds. This is the main reason for the slow progress, causing difficulties in compensation and site clearance (GPMB), making it impossible for construction teams to be deployed simultaneously.
The Thuan An - Hai Duong coastal road project is the clearest example. According to the Management Board of Investment and Construction Project Area 1, Resettlement Area B5 is the "fulcrum" to solve the resettlement needs for the entire coastal route and related projects. The project has 145 land lots, of which 121 have been arranged, only 24 lots are completing infrastructure. However, a legal problem has arisen: 2 houses at the N2 intersection are not eligible for resettlement according to the old law, but according to the Land Law 2024, they are eligible for resettlement. This requires updating the dossier, prolonging the processing time and slowing down the progress of site clearance.
To overcome the difficulties, the City People's Committee has proposed a group of solutions to speed up the appraisal and approval of documents. Resettlement projects such as the B5 expansion area with an area of 8.33 hectares, with 82 lots, a total investment of 210.6 billion VND must be approved in December 2025, construction must be implemented in early 2026 and resettlement land allocation must begin in July 2026. The City also requires units and localities to focus maximum resources on site clearance work, considering this the decisive step to unlock the entire chain of dynamic projects. Preparing enough resettlement land fund not only serves current needs but also creates a proactive position for future projects.
At the site inspection of the projects on December 1, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee Nguyen Khac Toan requested the units to give the highest priority to the progress and quality of the projects. The Chairman of the City People's Committee emphasized that the driving forces of the projects are directly linked to the interests of the community and the expectations of the people. Therefore, the items must be seriously implemented, in accordance with the commitment and ensuring safety during the construction process.
Regarding resettlement work, Chairman of the City People's Committee Nguyen Khac Toan said that this is a task that "unlocks" the entire project chain, so it must be implemented urgently, ensuring that people are arranged new housing that is commensurate and more convenient than their old housing to feel secure in handing over the site.
Mr. Nguyen Khac Toan also requested investors, project management boards and local authorities to proactively coordinate, review and thoroughly handle existing problems regarding the site. Relevant documents and procedures must be completed quickly and unified between departments and branches to avoid pushing or prolonging approval time, in order to create a clean site as soon as possible for construction projects to finish on schedule.
