Roads are blocked again due to landslides, vegetables are scarce because the key vegetable growing areas have almost lost everything. These days, when going to the market, people have to think carefully and consider when buying vegetables or meat. A new price level has almost been established and is weighing heavily on the lives of people in both urban and remote areas. In this context, the story of policies to ease people's burdens is not only a wish but has become an urgent demand of reality.
Looking back at history, our people always have lessons about flexibility, humaneness and empathy when the country faces difficulties, typically policies such as "general amnesty", tax exemption for areas with crop failures, abolishing corvee in times of natural disasters...
In particular, the idea of “relaxing the people to make a plan that takes deep roots and lasts a long time” of Hung Dao Dai Vuong Tran Quoc Tuan is not only a guideline for national defense but also a philosophy of national governance: if the people exist, the country exists, if the people are healthy, the country will be sustainable. These lessons, throughout many dynasties, all revolve around one common point: taking the people as the foundation, putting social security above short-term calculations about the treasury.
That spirit continues to be creatively applied, inherited, and promoted by our Party and State, with profound humanity, through many important decisions associated with difficult periods such as natural disasters and epidemics.
Remember that during the Covid-19 pandemic, the National Assembly and the National Assembly Standing Committee have continuously issued many tax exemption/reduction policies such as Resolution No. 116/2020/QH14 dated June 19, 2020 reducing corporate income tax by 30%; Resolution No. 406/NQ-UBTVQH15 dated October 19, 2021, including tax reduction, exemption of some types of taxes, exemption of late payment fees and tax extension for subjects affected by the Covid-19 pandemic; or Resolution No. 43/2022/QH15 dated January 11, 2022, reducing 2% of value added tax rate in 2022 for some groups of goods and services...
Thanks to those correct and timely decisions, Vietnam has become one of the few countries that quickly overcame the pandemic, maintaining a growth rate among the top in the world .
The prolonged storms and floods are wearing down people's resilience and are becoming even more exhausted in the context of strong price fluctuations like the recent past. From the North, which is suffering from storm after storm, to the Central region, which is struggling with floods, from rural to urban areas, the general feeling is that the spending cycle is tightening. People are "hunkering down" in the face of the price storm, even in urban areas, middle-income families - which used to be the "stable core" of consumption - are also carefully calculating each expense.
Therefore, although the 10th session of the 15th National Assembly is shouldering a historic responsibility with a record amount of work, people still hope that the National Assembly can take the necessary time to meet and immediately decide on tax exemption and reduction for areas affected by natural disasters and floods, as delegate Tran Hoang Ngan (HCMC) raised the issue during the discussion in the hall on the morning of December 3.
When storms and floods show no signs of stopping and livelihood pressures are deeply penetrating the lives of a large number of people, a timely, strong and fast enough policy to ease people's burdens is not only a wish but also an order and an urgent demand of real life.
