(Chinhphu.vn) - By December 1, 2025, 17,496 houses and land facilities had been processed, accounting for 66% of the total number of surplus facilities that needed to be arranged.

On December 4, the Ministry of Finance held a national online conference on the arrangement, organization and handling of headquarters and public assets according to the two-level local government model.

Nearly 17,500 houses and lands have been processed.

The conference was held to review implementation results in localities, clarify difficulties and obstacles in the implementation process and agree on solutions to speed up the handling of surplus public assets, ensuring compliance with regulations and requirements of the Central Government.

Speaking at the conference, Deputy Minister of Finance Do Thanh Trung said that the reorganization of the apparatus and administrative units according to the Central Government's policy poses urgent requirements in the management, use and handling of public assets.

Thanks to the strong direction of local Party committees and authorities, many places have achieved clear results. Newly formed communes after the reorganization are basically guaranteed cars for general work; working machines and equipment are supplemented and upgraded. The number of surplus houses and land that have been processed has increased significantly, especially in localities such as Nghe An, An Giang , Dien Bien, and Quang Ninh.

However, as of December 1, 2025, the country still has 9,056 surplus houses and lands that need to be further processed. In response to the requirement to complete the processing according to the conclusions of the Politburo , the Secretariat and the direction of the Prime Minister, the Ministry of Finance organized a conference to review the implementation results, identify the existing problems, and agree on solutions in the coming time.

The conference was attended by representatives of ministries and sectors including: Agriculture and Rural Development; Natural Resources and Environment; Construction; Home Affairs; National Defense; Public Security; Education and Training; Health. Inter-sectoral coordination was identified as a key factor in resolving problems related to planning, land law, functional arrangement and post-reorganization organization.

Reporting at the conference, Mr. Nguyen Tan Thinh, Director of the Department of Public Asset Management (Ministry of Finance), said that by December 1, 2025, 17,496 houses and land had been processed, accounting for 66% of the total number of surplus facilities that needed to be arranged.

Of these, 798 facilities are arranged for the health sector; 4,002 facilities for education; 1,314 facilities for culture and sports; 7,952 facilities as working offices or facilities for career activities.

Also according to the report, up to this point, more than 97.3% of commune-level administrative units have been equipped with cars for general tasks; 100% of reporting units have been fully equipped with machinery and equipment.

Local authorities are requested to closely monitor and proactively implement.

At the conference, a representative of the Hanoi People's Committee said that the city has deployed the task of arranging, relocating, and handling headquarters and public assets immediately after the Central Government issued relevant conclusions and resolutions.

The Hanoi People's Committee has approved many handling options, including: transferring to units in need; converting functions to cultural, sports and public purposes; handing over to central agencies; transferring to public service units; and withdrawing and handing over to natural resources and environment agencies.

Nghe An province is also a locality with outstanding results. The province has issued full plans and regulations to implement the review and handling of public assets; issued documents on decentralization of management, standards, norms and allocation of means to units.

However, Nghe An province also pointed out difficulties such as lack of legal documents; unsynchronized planning; large area; long travel distance; and local staff surplus or shortage. The province said it would continue to review, complete documents and handle them according to regulations.

In addition to Nghe An and Hanoi, localities such as Ninh Binh, Tay Ninh, Lai Chau, Quang Ninh and a number of ministries also reported in detail on progress and difficulties in the implementation process.

Concluding the conference, Deputy Minister Do Thanh Trung requested the Chairmen of the People's Committees of provinces and cities to soon issue regulations on decentralization of authority to handle assets according to Decree 186/2025/ND-CP. When the authority is clear, the progress of handling surplus assets will be significantly shortened.

Localities continue to thoroughly review surplus housing and land facilities, especially at the commune level; at the same time, promptly develop and update a handling plan. After the competent authority's decision, units must organize the handover, acceptance, liquidation or transfer on time.

The purchase and transfer of assets must be based on assigned standards, norms, and estimates; cases of waste or misuse must be strictly handled.

Deputy Minister Do Thanh Trung also requested that leaders of People's Committees of provinces and cities report directly to the secretaries of provincial and municipal Party Committees to strengthen leadership and direction in handling public assets according to Conclusion 221-KL/TW of the Politburo and the Secretariat.

The Ministry of Finance requested ministries and branches to closely coordinate and promptly guide contents related to planning, land, construction, health, education and security and order to remove difficulties arising at the grassroots level.
