There are still more than 9,000 surplus houses and lands that need to be further processed.

On April 22, the Ministry of Finance held an online conference on the arrangement, reorganization and handling of headquarters and public assets after the reorganization of the apparatus and administrative units.

Speaking at the conference, Deputy Minister of Finance Do Thanh Trung said that in recent times, implementing the direction of the Politburo, the Secretariat, the Government and the Prime Minister, the Ministry of Finance has issued many telegrams and guiding documents to ensure the material facilities for the new apparatus to operate continuously, while managing and handling surplus public assets effectively, avoiding waste and loss. For difficulties beyond its authority, the Ministry has promptly compiled and reported to the Politburo and the Secretariat to request solutions.

According to the Ministry of Finance, many localities have implemented the project vigorously and achieved remarkable results. The provision of cars for work in new communes after the reorganization has been basically completed. Machinery and equipment for work at the commune level have also been basically guaranteed and continue to be invested in and upgraded. The work of handling surplus houses and land has had positive changes, the number has gradually decreased over time; some localities have handled it quickly such as Nghe An, An Giang , Dien Bien, Quang Ninh.

Director of the Department of State Property Nguyen Tan Thinh said that in November alone, localities had handled 2,352 surplus houses and land. As of December 1, the total number of houses and land handled reached 17,496, equivalent to 65.89%. Of these, 798 were allocated for medical purposes, 4,002 for education, 1,314 for culture and sports, and 7,952 were used as headquarters or facilities for administrative agencies.

However, reports from localities show that the number of surplus houses and land that need to be further processed is still large, with 9,056 remaining as of December 1, 2025.

At the conference, the representative of Hanoi city said that the city has proactively deployed related tasks immediately after the Central Government issued conclusions and resolutions. The Party Committee has issued a specialized resolution on the arrangement, arrangement and handling of headquarters and public assets after the administrative unit arrangement, as a basis for the City People's Committee and the Department of Finance to guide and direct districts, communes and wards. The city has coordinated with consulting units to review all housing and land facilities and organized many inspection and survey teams to correctly assess the current status of assets. Up to now, Hanoi has approved many handling options such as transferring headquarters, converting functions to serve cultural, sports and public purposes; handing over to Central agencies; transferring to public service units for management; or withdrawing and handing over to the natural resources and environment agency for handling according to regulations. Hanoi has also basically completed equipping vehicles and machinery for new administrative units after the arrangement.

Nghe An is a locality with outstanding results in issuing all necessary plans and regulations to review and handle headquarters and real estate facilities that are no longer in use. The province has classified, converted functions or transferred assets to local management; at the same time, allocated means to commune levels according to the correct norms. Some of the difficulties that Nghe An pointed out include the lack of legal documents of some facilities, unsynchronized planning, large areas, communes after merger far from the center and the situation of local staff shortages.

Regarding the upcoming tasks, Mr. Nguyen Tan Thinh said that the Ministry of Finance will focus on many key contents according to the policies of the Politburo, the Secretariat and the Government's regulations. Localities are required to update and adjust land use planning, construction planning and related planning after transferring and converting the functions of real estate facilities; complete the provincial planning before December 31, 2025.

The handling of assets will comply with the Law on Management and Use of Public Assets and related decrees; in which, it is necessary to ensure the physical facilities (headquarters) for the apparatus according to the new model and the activities of cadres, civil servants, public employees, and workers, with priority given to medical, educational, cultural, sports, and public purposes. In case there is still surplus, there will be a plan to put it into exploitation and use to serve socio-economic development goals, ensuring strictness, economic efficiency, compliance with legal regulations, and avoiding loss and waste.

For recovered and transferred assets such as schools, housing facilities, land in remote, mountainous areas that are no longer suitable for use as working offices, career facilities, medical, cultural, sports facilities, other public purposes and there is no organization or individual in need of receiving land allocation or leasing land, it is possible to demolish or cancel assets attached to the land and hand over the land to the People's Committee at the commune level or a land fund development organization to manage the land according to the provisions of the law on land.

The Ministry of Finance also requested localities to urgently decentralize the authority to decide on the handling of public assets; review and accurately identify surplus assets; issue appropriate handling plans and speed up the implementation process to avoid degradation and waste. Cases of transferring and converting functions for health, education, culture, sports and commune police headquarters will be given priority in capital allocation for upgrading and repairing to put into use soon.

Regarding cars, machinery and equipment, the Ministry requires localities to review all equipment according to standards; For assets that can still be used, they must be immediately transferred to agencies, organizations and units that lack assets for effective use and budget savings; for damaged assets that can no longer be used, they must be promptly liquidated and money collected for payment to the budget.

At the same time, proactively source funds for additional purchases. Chairmen of People's Committees of provinces and cities will soon announce the deadline for registration of centralized purchases according to regulations to serve as a basis for applying appropriate purchasing methods.
