School arrangement plans must be feasible and stable.

On December 3, the Ministry of Education and Training (MOET) announced that it had just issued Document No. 7907 dated December 2, 2025 to the People's Committees of provinces and cities on the implementation of Conclusion 221-KL/TW dated November 28, 2025 of the Politburo and Secretariat on the situation and performance results of the political system apparatus and two-level local government.

The Ministry of Education and Training emphasizes the priority of safe travel conditions, reasonable distance, and limiting costs and risks for students when arranging schools.

Accordingly, in order to ensure the stability, effectiveness and efficiency of the system of preschool, general education and continuing education facilities , the Ministry of Education and Training requests the People's Committees of provinces and cities to advise the Standing Committee of the Provincial Party Committee to organize the implementation of the Central's instructions on the arrangement of public service units in the education sector and the contents in Official Dispatch No. 131 dated November 12, 2025 of the Party Committee of the Ministry of Education and Training.

At the same time, implement the professional instructions of the Ministry of Education and Training in Official Dispatch No. 6165 dated October 2, 2025 on arranging and organizing preschool, general education and continuing education facilities.

In addition, review and arrange the organization and network of public educational institutions according to the instructions and regulations of the Ministry of Education and Training to ensure streamlining and convenience in organizing teaching and learning activities and to suit the local situation. Speed up the arrangement of kindergartens, primary schools, secondary schools, and inter-level schools. Focus on forming, maintaining, and developing models of ethnic boarding schools, semi-boarding schools for ethnic minorities, and inter-level boarding schools for students at commune or inter-commune centers to create favorable conditions for students.

Strengthen inspection, monitoring, urging and promptly directing the removal of difficulties and obstacles, ensuring stable teaching and learning activities when arranging. At the same time, direct the Department of Education and Training, relevant sectors and the People's Committees at the commune level to comprehensively evaluate each arrangement plan, thereby selecting or adjusting a suitable and feasible itinerary. Prioritize safe travel conditions, reasonable distance, limit costs and risks for children, students, trainees... especially in difficult areas, borders, islands.

The Ministry of Education and Training requested localities to complete the arrangement of preschool, general education and continuing education facilities before December 31, 2025, according to the Central Government's direction.

Previously, on November 28, the Standing Secretariat signed and issued Conclusion No. 221-KL/TW on the situation and performance of the political system and local government apparatus at two levels. Accordingly, the provincial and municipal Party Committees coordinated with the Ministry of Education and Training and the Ministry of Home Affairs to urgently arrange communal-level public educational institutions (kindergartens, primary schools, secondary schools, and inter-level schools), to be completed before December 31, 2025.

On November 12, 2025, the Party Committee of the Ministry of Education and Training issued Document No. 131 to the Standing Committees of Provincial Party Committees of provinces and cities on the arrangement and organization of preschool, general education, and continuing education facilities.

Accordingly, through the inspection of the arrangement of the network of educational institutions in a number of localities, the Ministry of Education and Training found that many provinces and cities have proactively and resolutely implemented the policy of streamlining the network of public educational institutions in a systematic, scientific, prudent, democratic, public and transparent manner. However, there are still places where the implementation has limitations, potentially affecting the organization of teaching and learning, ensuring educational security, especially in disadvantaged areas and densely populated urban areas.

To ensure system stability, the Standing Committee of the Party Committee of the Ministry of Education and Training has requested the Standing Committees of Provincial Party Committees of provinces and cities to focus on directing the correct implementation of the Central Steering Committee's guiding viewpoints in Plan No. 130 on the arrangement of public service units in the education sector: " Basically maintain the existing public high schools, middle schools, primary schools, inter-level schools and kindergartens; only propose arrangements and adjustments when really necessary in a convenient direction, serving the needs of people and students".

The Standing Committee of the Party Committee of the Ministry of Education and Training also requested the Standing Committees of the Provincial Party Committees of provinces and cities to direct the review and arrangement of separate schools according to a suitable roadmap, focusing on forming, maintaining and developing models of boarding and semi-boarding schools for ethnic minority students at commune or inter-commune centers; prioritizing ensuring safe travel conditions, reasonable distances, not increasing costs and risks for students, especially in difficult areas, borders and islands.

Direct a comprehensive assessment of arrangement options to develop a suitable implementation roadmap or adjustment plan, ensuring feasibility, stability, and no disruption to teaching and learning activities.
