By 2030, 100% of provinces and cities must meet the standards of universal preschool education for children aged 3 to 5. What should provinces and cities pay attention to in order to achieve this goal?

Recently, the Ministry of Education and Training signed a decision to issue a Plan to implement Decree No. 277/2025/ND-CP dated October 20, 2025 of the Government on universalizing preschool education for children from 3 to 5 years old (referred to as the Decree).

According to the plan to implement the Decree, the task of the Ministry of Education and Training is to review, develop and issue professional documents and materials under the authority of the Ministry; organize training and foster key staff of localities on professional skills to implement universal preschool education for children from 3 to 5 years old.

The Ministry will also direct and guide localities to develop plans and arrange preschool networks, invest in facilities, teaching equipment, supplies, and toys; implement policies for children and staff to meet the requirements of universal preschool education for children from 3 to 5 years old.

The Ministry of Education and Training directs and urges provinces and cities to train and recruit enough preschool teachers to implement universal preschool education for children from 3 to 5 years old. Every year, the Ministry of Education and Training coordinates with the Ministry of Finance to develop and advise competent authorities to allocate budget to implement the policies of the Decree.

The Ministry of Education and Training will also coordinate with the Ministry of Public Security to build and complete a database system to serve the investigation, inspection, and assessment of universal preschool education recognition for children from 3 to 5 years old, linked to the national population database.

The Ministry of Education and Training requests that ministries, ministerial-level agencies, government agencies and relevant agencies, within the scope of their functions and tasks, coordinate with the Ministry of Education and Training to advise the Government on solutions to universalize, direct, guide, urge, inspect and supervise localities in universalizing preschool education for children from 3 to 5 years old.

Provinces and cities must issue plans to implement universal preschool education for 3-5 year olds.

The Ministry of Education and Training requests the People's Committees of provinces and cities, based on the functions and tasks assigned under Decree No. 277/2025/ND-CP, to coordinate with the Ministry of Education and Training to issue plans and direct localities, preschool education institutions, and organizations and individuals to implement universal preschool education for children from 3 to 5 years old, and send them to the Ministry of Education and Training no later than January 15, 2026.

Every year, the People's Committees of provinces and cities must organize inspections and evaluate the implementation results of the Decree according to regulations and report to the Ministry of Education and Training before December 1 for synthesis and reporting to the Government.

Previously, National Assembly Chairman Tran Thanh Man signed and issued Resolution No. 218/2025/QH15 of the National Assembly on universalizing preschool education for children from 3 to 5 years old.

Then, on October 20, 2025, the Government issued Decree No. 277/2025/ND-CP detailing the implementation of Resolution No. 218/2025/QH15.

According to the resolution, the goal by 2030 is that 100% of provinces and centrally run cities will meet the standards of universal preschool education for children from 3 to 5 years old. The State will ensure resources for universal preschool education for children from 3 to 5 years old and mobilize social resources according to the provisions of law.

Implement universal preschool education for children from 3 to 5 years old according to the roadmap, suitable to the socio-economic development conditions of the locality, ensuring universalization conditions according to regulations.
