General Phan Van Giang: Ensuring weapons to meet military modernization

On the afternoon of December 4, at the headquarters of the Ministry of National Defense, the 15th Central Military Commission Conference, term 2020 - 2025 continued its working program, chaired by General Phan Van Giang, Minister of National Defense.

Speaking at the conference, General Phan Van Giang highly appreciated the quality of the reports prepared by the competent agencies; requested the agencies to fully absorb the opinions at the conference, coordinate with the Central Military Commission Office to complete the documents and reports according to regulations.

General Phan Van Giang emphasized that 2026 is the first year to implement the targets and tasks of the 12th Party Congress of the Army and the Resolution of the 14th Party Congress; the entire army will begin to build and implement the goal of building a modern army.

Therefore, the entire army must concentrate, lead, and direct the successful implementation of the Central Military Commission's leadership resolution in 2026. Therein, it is necessary to focus on improving the capacity for strategic research and forecasting, promptly advising the Party and State on military and defense policies and strategies; proactively developing theoretical thinking and military art to meet the requirements of protecting the Fatherland in the new situation.

Besides, improve the overall quality and combat strength of the entire army; continue to adjust the force organization towards being lean, compact, and strong; study and propose building a number of new forces and ensure weapons and equipment to meet the requirements of military modernization.

Implementing effective and substantive bilateral and multilateral defense foreign affairs activities, building and consolidating strategic trust with neighboring countries, countries in the region, major countries, strategic partners, comprehensive partners and traditional friends. Ensuring adequate and timely logistics and technology for missions. Implementing projects and plans, gradually exporting products that we have strengths in; resolutely disbursing capital sources from the beginning of the year to ensure strictness, on schedule and in accordance with legal regulations.

General Phan Van Giang also noted that in 2026, the Government will deploy many key national projects of strategic significance for economic development, national defense and security nationwide.

Therefore, agencies and units need to proactively grasp the contents related to the management and use of national defense land; focus on researching and proposing appropriate and effective land arrangement and use plans, especially in areas planned for the implementation of highways, high-speed railways and socio-economic projects requiring the use of national defense land.

At the conference, delegates reviewed and commented on the report on the results of the 2025 self-criticism review of the Central Military Commission Standing Committee and the head of the Ministry of National Defense ; the report on the results of the emulation movement to win and the emulation and reward work in 2025, and the direction for 2026.

Review and give opinions on reports on the results of implementing various aspects of work; reports of the Central Military Commission Standing Committee on the results of handling a number of work contents in the last 6 months of 2025.

At the same time, consider the proposal to amend and supplement Decree No. 06 of the Government stipulating the highest military rank and position as Lieutenant General, Vice Admiral of the Navy, Major General, and Rear Admiral of the Navy in the Vietnam People's Army.
