Accordingly, implementing the provisions of Clause 2, Article 44 of Decree No. 152/2025/ND-CP dated June 14, 2025 of the Government regulating decentralization and delegation of powers in the field of emulation and commendation; detailing and guiding the implementation of a number of articles of the Law on Emulation and Commendation, the Ministry of National Defense publicly posted the list of 1 collective and 5 individuals who were proposed by units to be considered for conferring or posthumously conferring the title of Hero of the People's Armed Forces during the period of resistance war against the US to save the country, to collect opinions from organizations and individuals.

Specifically, it is proposed to confer the title of Hero of the People's Armed Forces on Senior Lieutenant Dinh Xuan La, former Battalion Commander of Battalion 9, Regiment 66, Division 10, Corps 3 (now Corps 34);
Senior Lieutenant Le Thanh Tam, former Political Commissar of Battalion 8, Regiment 3, Division 9, Corps 4 (now Corps 34);
Mrs. Phan Thi Ut, former Captain of the Secret Commando Team of An Tinh Commune, Trang Bang District, Tay Ninh Province (now An Tinh Ward, Tay Ninh Province).
In addition, it is proposed to confer the title of Hero of the People's Armed Forces on the collective of Information Technology College and the Information and Communications Command.
Proposing to posthumously award the title of Hero of the People's Armed Forces to Senior Colonel Vo Minh Nhu, former Commander of Division 5, Military Region 7; Major La Ngoc Chau, former Political Commissar of Regiment 66, Division 10, Army Corps 3 (now Army Corps 34).
According to the Ministry of National Defense, the time for collecting opinions is from December 2 to December 10, 2025.
