Application of science, technology, innovation and digital transformation in the field of cultural heritage

(laichau.gov.vn) The Government issued Decree No. 308/2025/ND-CP detailing a number of articles and measures to organize and guide the implementation of the Law on Cultural Heritage; which clearly stipulates digital transformation in the field of cultural heritage.

Digital transformation must ensure the integrity and authenticity of cultural heritage.

According to the Decree, the content of digital transformation of cultural heritage includes: building, managing, maintaining, operating, and exploiting digital platforms, information systems for managing national databases on cultural heritage; building sets of digital data standards; creating digital data to serve the communication and promotion of cultural heritage in the electronic environment.

The Decree requires that digital transformation activities in the field of cultural heritage must ensure the following principles: Not causing damage to the integrity and originality of cultural heritage and ensuring the rights of owners or managers of cultural heritage.

Technical infrastructure must ensure that it meets the requirements for digitalization, storage, interconnection, connection and safe and secure exploitation and use on digital platforms.

Digital data must accurately reflect the details of the constituent content and important characteristics and values ​​of cultural heritage according to appropriate standards in collecting digital data on cultural heritage.

The digitization, storage, exploitation and use of data on cultural heritage are carried out uniformly from central to local levels, with respect and cooperation from relevant agencies, organizations and individuals; priority is given to the use of open source technology and domestic software.

The Decree also requires the People's Committees at the provincial level, ministries, branches, agencies and organizations at the central level to ensure resources for the construction, updating, maintenance, management, exploitation and use of national databases to serve digital transformation, modernize state management activities, and strengthen the protection and promotion of cultural heritage values.

Building a national database on cultural heritage

The Decree stipulates the establishment of a national database on cultural heritage to store, manage, protect, exploit and promote the value of cultural heritage in the electronic environment, serving socio-economic development, ensuring compliance with regulations on management of national databases according to the provisions of law on information technology, data, electronic transactions and the following requirements:

Meet the requirements for input information data standards, according to the construction and update hierarchy, for the purpose of managing, protecting and promoting the value of cultural heritage.

Ensure the integrity, confidentiality and availability of information on cultural heritage as prescribed by law.

Convenient use, connection, unified communication in the data system on management, protection, exploitation and increased accessibility of cultural heritage.

Strengthening the application of automatic and online explanations to introduce cultural heritage

The Decree provides specific regulations on the application of science , technology, innovation and digital transformation in the field of cultural heritage. Accordingly, the Ministry of Culture, Sports and Tourism coordinates with ministries, branches, agencies and organizations at the central level to research and develop projects and proposals on technical standards for the application of science, technology, innovation and digital transformation in professional work and management of the display, interpretation, preservation, restoration, practice and transmission of cultural heritage.

The conversion of paper documents and other forms into data messages must ensure the following requirements: a) Having written consent from the Ministry of Culture, Sports and Tourism for cultural heritages in the UNESCO List, special national relics and national treasures; of the provincial-level cultural authority for cultural heritages in the inventory lists, the provincial/municipal ranking/recognition lists and the National List; b) The provincial People's Committee ensures resources for applying science, technology, innovation and digital transformation in the field of cultural heritage and ensures the prescribed principles; c) Meeting the requirements prescribed by law on electronic transactions and digital transformation.

Digitize records, documents, cultural heritage and apply them on digital platforms to serve the construction of a national database on cultural heritage, develop information systems and implement digital transformation activities in the field of cultural heritage. Encourage creativity in promoting cultural heritage values ​​and socializing technological products through cooperation, developing smart games, making films and music on platforms promoting cultural heritage values.

Managing, storing digital data, drawings and digital plates, preserving, repairing, restoring, and recovering cultural heritage using scientific and technological applications, digital transformation in surveying, monitoring the current status of cultural heritage; monitoring and adjusting the environment of cultural heritage storage and display spaces.

Strengthen interactive applications to serve visitors, including applications to display and introduce cultural heritage content in the electronic environment; automatic and online explanatory applications to introduce cultural heritage; develop scientific, technological, innovative and digital transformation applications to support improving the experience and expanding the audience of visitors at relic sites and museums.

Cultural heritage education activities include organizing tours, learning, and research on cultural heritage in the activities of educational institutions; enhancing online learning based on technology applications to provide knowledge and design diverse, friendly, and multilingual user experiences for visitors, especially creating accessibility for people with disabilities.

The Decree takes effect from January 15, 2026.
