Vietnam - Laos closely coordinate on strategic issues

On the afternoon of December 2, in the capital Vientiane (Laos), a high-level meeting took place between the Communist Party of Vietnam and the Lao People's Revolutionary Party, co-chaired by General Secretary To Lam and General Secretary and President of Laos Thongloun Sisoulith.

This is the highest cooperation mechanism and has a particularly important role in guiding and developing the great friendship, special solidarity, comprehensive cooperation, and strategic ties between Vietnam and Laos and Laos and Vietnam, bringing practical benefits to the people of the two countries, contributing to the stability , peace , security and common prosperity of the region and the world.

Strategic alignment

At the meeting, General Secretary To Lam and Lao General Secretary and President Thongloun Sisoulith informed each other about the situation of each Party and each country; assessed the main and outstanding results of cooperation between the two Parties and two countries in recent times; discussed a number of mechanisms to create breakthroughs in the cooperative relationship between the two countries in the new situation; and shared a number of contents on the world and regional situation of mutual concern.

General Secretary To Lam congratulated the Lao Party and State on successfully organizing the solemn 50th anniversary celebration of National Day in the presence of a large number of people and international friends; emphasizing that Vietnam has consistently attached importance to developing the Vietnam-Laos relationship, considering this a top priority in Vietnam's foreign policy.

Thanking General Secretary To Lam for leading the high-ranking Vietnamese delegation to attend the 50th anniversary of Laos' National Day, General Secretary and President of Laos Thongloun Sisoulith emphasized that the participation of high-ranking leaders of the Vietnamese Party and State further enhances the significance of this year's celebration of Laos' National Day.

The two leaders highly appreciated the important, comprehensive and historic achievements that the two Parties, States and peoples have attained, especially in implementing the Congress Resolution as well as in preparing for the upcoming Party Congress in each country; thanked the wholehearted and sincere assistance that the two Parties, States and peoples have given each other up to now; and affirmed the importance of the special Vietnam - Laos relationship in the context of the regional and international situation continuing to have many rapid and complicated changes.

Solemn 50th Anniversary
National Day of Lao PDR

On the morning of December 2, the 50th anniversary of the National Day of the Lao PDR (December 2, 1975 - December 2, 2025) was solemnly held at That Luang Square in the capital Vientiane. Attending the ceremony were General Secretary and President of Laos Thongloun Sisoulith and leaders of the Lao Party and State; representatives of ministries, departments, branches and localities; revolutionary veterans; representatives of all walks of life; international delegations; representatives of diplomatic missions, international organizations in Laos and representatives of Lao communities abroad.

General Secretary To Lam and his wife, along with a high-ranking Vietnamese delegation, attended and shared joy with the brotherly country of Laos.

The two leaders expressed their delight at the extensive, effective and substantial developments in the Vietnam - Laos cooperation relationship. Looking back at the important cooperation results over the past year, General Secretary and President of Laos Thongloun Sisoulith emphasized that the two sides have successfully implemented the High-level Agreement between the two Parties and the two States; ministries, branches, and all levels from the central to local levels, and enterprises of the two countries have proactively implemented the memorandums of understanding on cooperation between the two Parties, the two States, and the two Governments in a positive, effective and practical manner; the close political relationship continues to be a solid foundation, creating momentum to promote cooperation development in all fields.

The two sides highly appreciated the increasingly close and effective defense-security cooperation, which continued to be promoted and affirmed as an important pillar in the bilateral relationship; the two sides successfully coordinated and organized many projects, contributing to supporting Laos in strengthening its defense-security potential, organizing and implementing quality and effective cooperation plans and programs; well performing the work of searching, collecting and repatriating the remains of Vietnamese volunteer soldiers and experts who died in Laos. The two sides strengthened coordination with Cambodia to implement the results of the meeting between the three leaders of the three Parties, coordinated to reach consensus on long-term development orientations, giving top priority to the close, close, and strategic relationship between the three countries.

The two leaders also assessed that economic, trade and investment cooperation has been given attention, promoted and has had many positive changes. In recent times, the leaders of the two countries have closely directed and ensured that key cooperation projects are implemented on schedule, contributing to improving the quality of life of the people of the two countries. The fields of culture, education, science and technology continue to be given attention, promoted and achieved many practical results. Cooperation between Party committees; ministries, branches of the Government; agencies continues to be promoted, enhancing cooperation and people-to-people exchanges between central and local mass organizations.

Leaders of the two Parties and States assessed that the comprehensive cooperation between the two countries has made important contributions to the socio-economic development, strengthening of national defense and security, maintaining political stability and social order and safety of each country. In the context of the volatile regional and world situation, the two leaders affirmed that they will continue to strengthen and deepen the great friendship, special solidarity, comprehensive cooperation and strategic connection between Vietnam and Laos through existing practical and effective cooperation mechanisms; at the same time, establish and organize new mechanisms that have been agreed upon by the two countries' senior leaders, thereby actively contributing to the implementation of each country's development goals.

The two sides affirmed to continue to deepen the relationship between the two Parties and two countries, considering this a core pillar guiding the overall strategy for the comprehensive cooperation between Vietnam and Laos, affirming the consistent policy of the two Parties and two States in always standing side by side, supporting and helping each other in the cause of innovation, construction, development and protection of the Fatherland; determining that the Vietnam - Laos, Laos - Vietnam relationship is always a top priority in the foreign policy of each country; is an exemplary relationship, of long-term strategic significance, and is one of the decisive factors for the victory of the revolutionary cause in each country.

The two sides affirmed that they will closely coordinate on strategic issues related to security and development, and jointly prepare for the successful organization of the National Congress of each Party. The two leaders emphasized and affirmed the strategic importance of further strengthening the pillars of defense, security and foreign affairs cooperation to maintain political stability, security and social order; considering this one of the important pillars of the special Vietnam - Laos relationship.

The two sides affirmed to continue to maximize the effectiveness of existing cooperation mechanisms, while continuing to innovate and improve the quality of coordination in all areas. On that basis, the two countries will consider building new, appropriate cooperation mechanisms to further strengthen the special solidarity relationship between Vietnam and Laos, bringing practical benefits to the people of each country and contributing to peace, cooperation and development in the region as well as the world. The leaders of the two sides also agreed to continue to exchange information in a timely manner, consult on positions, closely coordinate and support each other at international and regional forums.

Towards a turnover of 10 billion USD

Also at the meeting, Prime Minister Pham Minh Chinh and Lao Prime Minister Sonexay Siphandone highly appreciated the results achieved in economic, trade, investment, cultural - educational and scientific - technological cooperation between the two countries in recent times. In terms of economy, the two sides agreed to promote trade and investment cooperation, considering this an important pillar of the Vietnam - Laos strategic connection. The two countries will effectively implement joint statements, high-level agreements and cooperation programs between ministries, branches and localities; promote connectivity and complementarity between the two economies; actively remove difficulties and obstacles in the implementation process.

The two sides also exchanged many specific orientations and measures to improve the effectiveness of economic and trade cooperation in the coming period, especially emphasizing the need to create a strong, breakthrough change in economic, trade and investment development cooperation, making this field a strategic pillar, commensurate with the stature of political relations as well as the potential of each country. The two sides agreed to promote the growth of bilateral trade turnover to soon reach the target of 5 billion USD and towards the 10 billion USD mark in the coming time; at the same time, prioritize handling outstanding problems, promote connectivity, in which focus resources on implementing key infrastructure connection projects such as the Hanoi - Vientiane expressway project, promote the implementation of the Vietnam - Laos Industrial Park model, cross-border gate economy on the East - West economic corridor; Building an investment and business environment and connecting infrastructure to facilitate the sustainable development of businesses of the two countries, enhancing mutual support between the two economies of Vietnam and Laos.

In addition, Vietnam and Laos will expand cooperation between Party, State, Front, mass and people's organizations; enhance coordination and mutual support in socio-economic development, as well as ensure security and stability in border areas, contributing to firmly consolidating the special relationship between the two countries.

* Also on December 2, within the framework of the State visit of General Secretary To Lam and his wife and the high-ranking delegation of the Party and State of Vietnam to the Lao PDR, to attend the celebration of the 50th anniversary of the National Day of the Lao PDR and co-chair the High-level Meeting between the Communist Party of Vietnam and the Lao People's Revolutionary Party in the capital Vientiane at the invitation of General Secretary of the Central Executive Committee of the Lao People's Revolutionary Party, President of the Lao PDR Thongloun Sisoulith and his wife, the two sides issued a joint statement.

That same evening, General Secretary To Lam and his wife Ngo Phuong Ly and the high-ranking Vietnamese delegation left Wattay International Airport in the capital Vientiane, successfully concluding the visit.

On December 2, within the framework of his State visit to Laos, General Secretary To Lam visited and wished good health to former General Secretary and former President of Laos Choummaly Sayasone and former General Secretary and former President of Laos Bounnhang Vorachith. On the same day, General Secretary To Lam and his wife, along with a high-ranking Vietnamese delegation, attended the inauguration ceremony of the Laos-Vietnam Friendship Park in the capital Vientiane. Also in attendance were General Secretary and President of Laos Thongloun Sisoulith and his wife; leaders of the Lao Party and State, several ministries, branches and a large number of Lao people.
