Need to improve the quality of education and training

I highly agree with many enthusiastic and responsible opinions of National Assembly deputies on the national target program to modernize and improve the quality of education and training in the period 2026-2035. Implementing this Program will create a strong shift for the education and training sector; contribute to improving people's knowledge, developing high-quality human resources; narrowing the gap between regions, ensuring that students everywhere have access to a fairer, safer and more modern educational environment. This is a correct policy that needs to be supported and given the best conditions to soon enter life.

The program also aims to improve the quality of the teaching staff - a key factor determining the quality of education. Strengthening training, coaching, supporting innovation in teaching methods, promoting the application of information technology and digital transformation in teaching are the contents that need to be prioritized; at the same time, there needs to be appropriate remuneration policies to attract and retain good teachers, especially in difficult areas.

However, to maximize efficiency, there must be a strict management mechanism, reasonable capital allocation, and avoidance of dispersion. Monitoring and evaluation must be carried out regularly with the participation of many levels and sectors to ensure that resources are used for the right purposes and the right objects. Localities need to proactively review actual needs, develop appropriate investment plans, and at the same time increase the mobilization of social resources to supplement the state budget.

Improving facilities for teaching English in remote areas

The national target program on modernization and improvement of education and training quality for the period 2026-2035 sets the goal of making English the second language in the national education system. In particular, by 2030, strive for 30% and by 2035, strive for 100% of preschool and general education institutions to have equipment to implement teaching and learning in English. This is a major orientation, demonstrating the determination to deeply integrate internationally, requiring us to frankly and thoroughly assess the advantages and challenges in terms of facilities as well as human resources and environment for implementation.


In reality, the infrastructure conditions, facilities, human resources quality, and student qualifications in different regions and areas are still quite different, especially in remote areas. Many high schools have not met the standards in terms of equipment and technology for teaching and learning foreign languages, and there is a shortage of English teachers. Therefore, the target of 30% by 2030 may be feasible in large provinces and cities, but it poses a challenge for mountainous and island areas... Therefore, I suggest that there should be a specific roadmap for implementation; it is necessary to prioritize facilities for remote areas such as supporting the construction of standard foreign language rooms, having strong enough policies to attract qualified English teachers to difficult areas, having technological solutions, connecting online classes to support and compensate for the lack of teachers.

Expecting Resolution No. 72 to soon come into life

As a voter in Ca Mau, I am extremely excited and confident in the breakthroughs outlined by Resolution No. 72 of the Politburo, especially the strong shift to disease prevention and strengthening of grassroots healthcare.

However, from the reality of the Ca Mau Cape region, travel conditions are still difficult due to the dense network of rivers and canals, and there are many remote island communes. I have two questions and great expectations to send to the National Assembly.

First, how can the “superior preferential” policy retain doctors? The resolution sets a target that by 2027, each commune health station will have 4-5 doctors. This is the biggest dream of our people. The resolution also clearly states that there will be a policy of “special treatment”, “special and superior preferential treatment” and an increase in allowances to 100% for medical staff in extremely difficult areas and islands.

My hope is that the National Assembly will soon legislate these policies. The solution of rotating 1,000 doctors nationwide each year is necessary, but what we need more is sustainable national policies (such as public housing, priority on-site training, development opportunities) strong enough to make young doctors feel secure about working long-term in Ca Mau, not just temporary allowances.


Second, we look forward to the policy of free periodic health check-ups (from 2026) and the roadmap for free hospital fees for vulnerable groups. The resolution identifies the state budget as playing a “leading role” and ensuring spending on primary and preventive health care.

In a province where people's lives are still difficult and the local budget is limited, how can health insurance truly be a solid shield? We hope that the National Assembly, in its role of supervising and deciding on the budget, should prioritize resource allocation, prioritize allocating sufficient funding for preventive medicine and primary health care in difficult areas such as Ca Mau, so that Resolution 72 can truly come into life.

Attracting children from the homeland to return to contribute to the local health sector

Voters in Lang Son province are particularly interested in the National Assembly's discussion session on the morning of December 2 on the draft Resolution on a number of breakthrough mechanisms and policies for the protection, care and improvement of people's health. Resolution No. 72 of the Politburo is comprehensive, highly actionable, and cares for people in especially difficult mountainous communes.

I pay special attention to expanding health care benefits and reducing medical costs for the people. If the cost of medical examination and treatment is reduced, and at the same time, more modern equipment and machinery are invested in, the grassroots health care system in mountainous communes will better meet the needs of medical examination, treatment and health care for the people.


Voters are concerned about the human resources of medical staff and want many highly qualified doctors to be transferred to the grassroots level... contributing to solving difficulties in implementing medical programs and providing health care for the people. The State needs to support provinces like Lang Son to have policies to reward talented people in the medical field, as well as improve working conditions to attract more children from their hometowns to return to contribute to the local medical sector.
