The quality of education and training needs to be improved.

I wholeheartedly agree with many of the passionate and responsible opinions of National Assembly delegates regarding the national target program for modernizing and improving the quality of education and training in the period 2026-2035. Implementing this program will create a strong transformation for the education and training sector; contribute to raising the intellectual level of the population, developing high-quality human resources; narrow the gap between regions, and ensure that students everywhere have access to a fairer, safer, and more modern educational environment. This is a sound policy that needs to be supported and given the utmost conditions to be implemented as soon as possible.

The program also aims to improve the quality of the teaching staff – a key factor determining the quality of education. Strengthening training and professional development, supporting innovative teaching methods, promoting the application of information technology and digital transformation in teaching are priority areas; at the same time, appropriate incentive policies are needed to attract and retain talented teachers, especially in disadvantaged areas.

However, to maximize effectiveness, a strict management mechanism is needed, along with rational capital allocation to avoid fragmentation. Monitoring and evaluation must be carried out regularly with the participation of multiple levels and sectors to ensure resources are used for the right purposes and target groups. Local authorities should proactively review actual needs, develop appropriate investment plans, and simultaneously strengthen the mobilization of social resources to supplement the state budget.

Improving facilities for teaching English in remote and disadvantaged areas.

The National Target Program for Modernizing and Improving the Quality of Education and Training for the period 2026-2035 sets the goal of making English the second language in the national education system. Specifically, by 2030, the aim is for 30% and by 2035, 100% of preschool and general education institutions to have the equipment to implement teaching and learning in English. This is a major direction, demonstrating a strong commitment to deep international integration, requiring a frank and thorough assessment of the advantages and challenges regarding infrastructure, human resources, and the environment for implementation.


Currently, there are significant disparities in infrastructure, facilities, human resource quality, and student proficiency across regions, especially in remote and disadvantaged areas. Many secondary schools lack the necessary equipment and technology for teaching and learning foreign languages, and there is a shortage of English teachers. Therefore, while the 30% target for 2030 may be achievable in major cities and provinces, it poses a challenge for mountainous and island regions. Consequently, I propose a specific roadmap for implementation; priority should be given to infrastructure in remote areas, such as supporting the construction of standard foreign language classrooms, implementing strong policies to attract qualified English teachers to these areas, and developing technological solutions and online classroom connections to support and compensate for the teacher shortage.

We hope that Resolution No. 72 will soon be implemented.

As a voter in Ca Mau, I am extremely excited and confident in the breakthroughs outlined in Resolution No. 72 of the Politburo, especially the strong shift towards disease prevention and strengthening grassroots healthcare.

However, based on the practical experience of the Ca Mau Cape region, where transportation is still difficult due to the intricate network of rivers and canals, and many remote island communes, I have two major questions and expectations to present to the National Assembly.

Firstly, how can the "exceptional incentive" policy retain doctors? The resolution sets a target of having 4-5 doctors at each commune health station by 2027. This is the biggest dream of our people. The resolution also clearly states that there will be a policy of "special treatment," "exceptional and exceptional incentives," and a 100% increase in allowances for medical staff in particularly difficult areas and islands.

My hope is that the National Assembly will soon legislate on these policies. The solution of rotating 1,000 doctors nationwide each year is necessary, but what we need even more are sustainable national policies (such as official housing, priority on-the-job training, and development opportunities) strong enough to reassure young doctors about working long-term in Ca Mau, rather than just temporary allowances.


Secondly, we are very much looking forward to the policy of free routine health check-ups (from 2026) and the roadmap for free hospital services for vulnerable groups. The resolution stipulates that the state budget will play a "leading role" and ensure funding for primary healthcare and preventive care.

In a province where people's lives are still difficult and local budgets are limited, how can health insurance truly be a solid shield? We hope that the National Assembly, in its role of overseeing and deciding on the budget, will prioritize the allocation of resources and provide sufficient funding for preventive and primary healthcare in disadvantaged areas like Ca Mau, so that Resolution 72 can truly be implemented.

Attracting local youth to return and contribute to the local healthcare sector.

Voters in Lang Son province paid particular attention to the National Assembly's discussion session on the draft Resolution on some breakthrough mechanisms and policies for the protection, care, and improvement of people's health on the morning of December 2nd. Resolution No. 72 of the Politburo is comprehensive, highly actionable, and focuses on people in particularly difficult mountainous communes.

I am particularly concerned about expanding healthcare access and reducing medical costs for the people. If the cost of medical examinations and treatment decreases, and is combined with investment in modern equipment, the grassroots healthcare system in mountainous and highland communes will be better able to meet the healthcare needs of the people.


Voters are concerned about the human resources of healthcare workers and hope that more highly qualified doctors will be transferred to grassroots levels... contributing to overcoming difficulties in implementing health programs and providing healthcare for the people. The State needs to support provinces like Lang Son in having policies to attract talented individuals in the healthcare field, as well as improve working conditions to attract more people from the homeland to return and contribute to the local healthcare sector.
