
Overview of the closing session of the 10th Session of the 15th National Assembly .
Removing institutional bottlenecks and obstacles.
High-quality human resources will be a key factor in successfully implementing the country's socio-economic development goals and tasks in the new era. At this session, the National Assembly passed laws and resolutions related to education, such as: the Law amending and supplementing a number of articles of the Law on Education; the Law on Higher Education; the Law on Vocational Education; and the National Assembly Resolution on some specific and outstanding mechanisms and policies to achieve breakthroughs in education and training development. The National Target Program for modernization and improvement of the quality of education and training for the period 2026-2035 aims to create a strong qualitative shift in education from preschool to university by 2030 and 2035.
The National Assembly's decision to pass these laws, resolutions, and programs aims to create a complete legal basis for perfecting the legal framework of the national education system and creating breakthroughs in education and training development, promoting decentralization and enhancing the effectiveness and efficiency of state management in education. In addition, it creates a clear legal basis to remove institutional bottlenecks and obstacles, enabling the development of higher education to become a center for training high-quality human resources, pioneering in promoting national science, technology, and innovation; and developing the vocational education system in an open, modern direction that aligns with the trend of international integration...
Another bottleneck discussed by the National Assembly at this session was the issuance of a Resolution stipulating a number of mechanisms and policies to remove difficulties and obstacles in the implementation of the Land Law, and decisions on some financial and budgetary matters, expanding the application of some specific mechanisms and policies… These decisions aim to fully and promptly institutionalize the views and policies of the Party and the State on land policy; to promptly remove “bottlenecks” and new issues arising from practice, contributing to the achievement of socio-economic development goals, improving the effectiveness and efficiency of land management and use, in line with new management requirements.
Also at this session, the National Assembly passed many laws and resolutions with significant impact, aiming to promptly institutionalize the Party's new policies and resolutions on judicial reform, combating corruption, waste, and negative phenomena; focusing on decentralization and delegation of power, removing institutional bottlenecks, especially in the fields of land, investment, planning, construction, environment, and energy; promoting socio-economic development, ensuring national defense and security; strengthening the management and development of the press in the context of strong digital transformation; strengthening disaster prevention, mitigation, and recovery, rescue, and relief; proactively and comprehensively integrating into the international community; and building a legal framework for new fields such as artificial intelligence, e-commerce, and cybersecurity.
Breakthrough investment projects and targeted programs
Regarding strategic infrastructure projects, the National Assembly has passed resolutions on the investment policy for the Gia Binh International Airport construction project and the Vinh - Thanh Thuy expressway project.

Deputy Prime Minister Le Thanh Long participated in answering questions from National Assembly deputies.
After planning, Gia Binh International Airport will be able to handle new generation wide-body, long-range aircraft. By 2030, the airport will have a capacity of approximately 30 million passengers per year and 1.6 million tons of cargo per year; by 2050, it will expand to a capacity of 50 million passengers per year and 2.5 million tons of cargo per year. The project is funded by domestic investors, without using state budget funds, with a total investment of approximately VND 196,378 billion.
The Vinh - Thanh Thuy expressway, upon completion, will shorten the distance for transporting goods and passengers from the North Central Economic Zone to Central Laos and Northeast Thailand, while also directly connecting to the eastern North-South expressway, creating a strong impetus for the development of Nghe An province and other provinces in the North Central Economic Zone. The project has a total investment of approximately VND 23,950 billion, is expected to be implemented in the 2025-2030 period, with a scale of 4 lanes in phase 1, and will be completed with 6 lanes according to the plan, using public investment capital.
Another notable point at the 10th session was the National Assembly's adoption of resolutions amending and supplementing several articles of Resolution No. 98/2023/QH15 on piloting some specific mechanisms and policies for the development of Ho Chi Minh City; a resolution amending and supplementing several articles of Resolution No. 136/2024/QH15 on piloting some specific mechanisms and policies for the development of Da Nang City; and a resolution piloting some specific mechanisms and policies to implement large and important projects in the capital city.
These mechanisms contribute to providing Hanoi, Ho Chi Minh City, and Da Nang with a flexible institutional space, increasing autonomy, maximizing the mobilization of social resources, and accelerating the progress of key projects.
Also at the 10th session, the National Assembly approved the investment plan for three major national target programs with far-reaching impact, aimed at inclusive and sustainable development. Among them, the National Target Program on New Rural Development, Sustainable Poverty Reduction, and Development of Ethnic Minority and Mountainous Regions is an integrated program combining three existing programs. The total capital for the period 2026-2030 is approximately 423,000 billion VND, of which 100,000 billion VND comes from the central budget.
The resolution approving the investment policy for the National Target Program on Health Care, Population and Development for the period 2026-2035 was issued to improve the quality of healthcare for the people, aiming to build a healthy Vietnam where all citizens receive healthcare, live long, healthy lives, improve physical fitness, raise awareness of health protection, and proactively prevent diseases throughout society...
Furthermore, the Resolution on adjusting the National Master Plan for the period 2021-2030, with a vision to 2050, is an important item adopted at the session. Accordingly, the National Assembly adjusted 10 groups of contents, identifying comprehensive, breakthrough, and specific solutions to concretize the newly issued Party guidelines and policies, focusing on: Development perspectives, vision, and goals; Key tasks; Socio-economic spatial development orientation: socio-economic zoning, dynamic regions, and economic corridors; National urban and rural development orientation; Development orientation and spatial distribution of important economic sectors; Development orientation of social infrastructure sectors; Development orientation of technical infrastructure sectors; National land use orientation; List of planned national important projects and implementation phases; Solutions and resources for plan implementation.
Speaking at the closing session of the 10th Session of the 15th National Assembly, National Assembly Chairman Tran Thanh Man affirmed: Along with legislative and supervisory work, the National Assembly has considered and decided on many strategic issues of great importance. In particular, at this session, the National Assembly conducted a thorough and comprehensive review of the work of the 2021-2026 term of the state apparatus; considered and decided on personnel matters in accordance with the regulations of the Party and the laws of the State; and at the same time, carefully discussed the draft documents to be submitted to the 14th National Congress of the Party, contributing intellect, dedication, and ideas for the development of the country towards the goal of becoming a developing country with modern industry and high middle income by 2030, when the Party celebrates its 100th anniversary; and becoming a developed country with high income by 2045, the 100th anniversary of the nation's founding.
