On December 11th, the National Assembly officially approved the Resolution on the investment policy for the construction project of Gia Binh International Airport in Bac Ninh province, with an approval rate of 86.68% . The project is identified as a strategic step with significant importance in developing the aviation infrastructure of the Capital Region.
According to the explanatory report presented by Minister of Construction Tran Hong Minh, Gia Binh International Airport is planned to complement Noi Bai International Airport, leveraging its advantages in space, connectivity, and infrastructure to create momentum for the development of industries, logistics, e-commerce, and tourism.

Project scale and schedule
The project requires land clearance for approximately 922 hectares of agricultural land. The People's Committee of Bac Ninh province aims to complete this work by December 2025, with the remaining areas expected to be completed in 2026. Currently, the province has handed over nearly 700 hectares to the investor for construction.
Regarding resettlement, the province has planned two resettlement areas with a total area of 337 hectares and two cemetery park areas. Infrastructure at the resettlement areas is expected to be completed in the first quarter of 2026.
Currently, investors are focusing on constructing facilities for APEC 2027 such as runways, taxiways, aircraft parking areas, VIP terminals, and air traffic control towers. According to the plan, all construction work will be completed by the end of 2026 to allow for trial operation in February 2027.
Integrated transportation infrastructure
The transportation system connecting to Gia Binh International Airport is planned comprehensively, ensuring convenient connections with major routes:
- Road transport: Directly connected to the Hanoi - Lang Son, Hanoi - Thai Nguyen - Cao Bang, Hanoi - Hai Phong - Quang Ninh expressways and the Capital Region's Ring Road 4.
- New route: The government has assigned the People's Committee of Hanoi City and the People's Committee of Bac Ninh Province to organize the investment in the road connecting Hanoi and Gia Binh International Airport under the BT (Build-Transfer) model. This road is 37 km long, with a cross-section of 120 m, and is expected to be completed in the 2026-2027 period.
- Railways: The project also has access to two high-speed railway lines, Hanoi - Quang Ninh, and an urban railway line, enhancing multimodal connectivity.
Socio-economic impacts
The project is expected to bring positive economic and social impacts to the local area and region.
Livelihoods and employment
During the construction phase, the project requires approximately 1,200-1,500 workers, with a priority given to local labor. Once operational, the airport is expected to create around 10,000 jobs , with a commitment to employing at least 30% local workers. The investor is coordinating with the government to organize career guidance and training programs.
Historical sites and food security
The project affects 25 historical sites, including 1 national monument and 11 provincial monuments. The relocation of these sites will be carried out based on the principle of community consultation, ensuring that their original value is not affected and that they are integrated with the resettlement areas for the local people.
Regarding food security, the Ministry of Agriculture and Environment stated that the conversion of land use from rice cultivation was included in the national land use planning adjustment plan. The People's Committee of Bac Ninh province affirmed that the project would not significantly affect local or national food security.
