The investment project to build the Lao Cai - Hanoi - Hai Phong railway line, the section passing through the province, has a length of over 143 km, traversing 12 communes and wards with a total estimated land acquisition area of nearly 1,400 hectares. This is a huge amount of work, affecting the lives of nearly 6,700 households.
However, the focus of the current "campaign" is on the new Lao Cai railway station area – where construction is scheduled to begin on December 19th. To ensure a clear site for this important event, the Railway Project Management Board has handed over the boundary markers for the station square area, covering approximately 6.8 hectares.

The decisiveness was evident in the speed of the work. Just one day after the survey plan was announced (November 14th), the relevant unit had completed counting 100% of the households and organizations within the affected area. Notably, thanks to skillful and transparent public relations work, 100% of the households and organizations agreed to implement the project.
By November 27th, the relevant authorities had handed over 6.27 out of 6.8 hectares to the Railway Project Management Board to facilitate the commencement of construction.
Recognizing the principle of "settling down before pursuing a livelihood," Lao Cai province has prepared 49 resettlement areas (including 40 newly built ones) to provide housing for over 2,100 households. In the northern part of the province, many resettlement areas have been started or are being urgently prepared for investment to be ready to welcome residents by the end of this year and the first quarter of 2026.
The unprecedented challenge is relocating an entire industrial ecosystem. The project will require the relocation of 104 operating projects in the Dong Pho Moi Industrial Park and two other industrial clusters. The province has approved the investment plan for four relocation projects with an estimated total investment of nearly 1,000 billion VND.
At the Ban Qua Industrial Park land leveling project (total investment of over 510 billion VND), construction is progressing rapidly; 58 households have already received compensation and handed over their land. Similarly, at the Kim Thanh - Ban Vuoc Logistics area, 24 out of 34 households have handed over their cleared land.
Despite high morale, land clearance work is facing objective obstacles. The biggest difficulty, according to the Provincial People's Committee report, is the constant changes in the route plan and land clearance boundaries.

The change in the alignment of the route, based on the latest feasibility study by the design consultant, has forced many localities to remeasure the area from scratch, significantly impacting progress and public sentiment. Furthermore, compensation for factories and enterprises with complex technological processes, cold storage facilities, etc., is also facing difficulties due to the lack of specific unit prices in current regulations.
Recognizing that this is not just a transportation project but also a driving force for urban development, the provincial leadership has given special attention to the planning and design work.
At the Provincial Party Standing Committee meetings at the end of November, Comrade Trinh Viet Hung - Alternate Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council - highly appreciated the sense of responsibility, thorough research, and heartfelt contributions of the members of the Provincial Party Standing Committee to the project.
Giving direct input on the design selection for the Lao Cai - Hanoi - Hai Phong high-speed railway station, the Provincial Party Secretary emphasized the need for thorough research into the urban structures surrounding the station area. The goal is to ensure that the new station is of a suitable scale, modern, and serves not only as a transportation hub but also as a center for development connectivity.
The comrade requested that the planning take into account the underground transportation system, ensuring convenient connections and integration with services such as entertainment, shopping, education, and healthcare, in order to expand development space.

To realize that vision, land clearance work is being carried out with the spirit of "overcoming the sun and rain". In the area where the Lao Cai station is planned to be built (Lao Cai ward), within just a few days in mid-November, the units completed the counting of 100% of households and organizations.
The province also approved nearly 1 trillion VND to build infrastructure, relocate industrial production facilities, and prepare 49 resettlement areas to stabilize the lives of the people.
Many challenges remain, but with the close leadership and guidance of the Provincial Party Committee, the management of the Provincial People's Committee, and the consensus of the people, Lao Cai is striving to overcome obstacles and create momentum for the development of the project and the province in the coming time.
