The Ministry of Construction is tasked with researching and proposing a railway line connecting Ho Chi Minh City, Can Tho, and Ca Mau.

The Prime Minister has instructed the Ministry of Construction to study the investment proposal for the Ho Chi Minh City - Can Tho railway line submitted by CT Group Joint Stock Company, and to guide the enterprise in implementing it in accordance with the law.

This is the content of a document from the Government Office sent to the Ministry of Construction, informing them of the Prime Minister's opinion on the proposal to study investment in the Ho Chi Minh City - Can Tho - Ca Mau railway line.

The Government Office announced that on October 6, 2025, CT Group Joint Stock Company sent a document to the Prime Minister proposing to prepare a pre-feasibility study report and seeking approval for the investment in the construction of the Ho Chi Minh City - Can Tho - Ca Mau railway line project under the public-private partnership (PPP) method.

The Prime Minister has instructed the Ministry of Construction to study the proposal of CT Group Joint Stock Company in the aforementioned document, guide the enterprise to implement it in accordance with the law; ensuring the basic principles and conditions for implementation in a spirit of openness, transparency, harmonious interests (of the State, the people and the enterprise), and risk sharing.

According to a letter from CT Group to the Prime Minister, the company proposed to prepare a pre-feasibility study report for the Ho Chi Minh City - Can Tho - Ca Mau railway project using the PPP method, with the following main contents:

The Ho Chi Minh City - Can Tho - Ca Mau railway line starts at Thu Thiem station (the central station of Ho Chi Minh City) to form a connection with the high-speed railway on the North-South axis and connect with the railway to Long Thanh airport; the end point of phase 1 is Cai Rang station, Can Tho City; the end point of phase 2 is Dat Mui station, Ca Mau.

The Ho Chi Minh City - Can Tho - Ca Mau railway line passes through Ho Chi Minh City, Tay Ninh, Dong Thap, Vinh Long, Can Tho and Ca Mau, with a total length of 160km in phase 1 and 120km in phase 2.

This railway line is being built to double-track standards, with a 1,435mm gauge, electrified, and designed to handle both passenger and freight traffic at a speed of 200-250km/h. A design speed of 300-350km/h is also being studied.

CT Group stated that it will work with reputable international partners to secure investment financing for the project, with a preliminary total investment of approximately US$12 billion (excluding compensation, relocation, and resettlement costs for land clearance from the state budget).

CT Group proposes a capital structure based on a specific pilot PPP mechanism: 80% from the state budget in medium-term public investment plans and other legal sources of capital; 20% equity and other legally raised capital from the investor.

At the same time, CT Group proposed a mechanism for contributing 75% of revenue from land development projects including: 400 hectares near Tan Kien station, Binh Chanh (Ho Chi Minh City), 200 hectares in the Can Tho railway urban area, and 200 hectares in the Ca Mau terminal station area (total estimated at 300,000 billion VND, with a contribution of approximately 250,000 billion VND).

CT Group also proposed using revenue from auctioning land use rights in TOD urban areas along the route to raise 20-25% of the total investment for the project.

In addition, CT Group proposed the application of specific mechanisms and policies such as: exemption from import tax on equipment and spare parts for construction, maintenance, and repair; permission to propose a competitive pricing framework for passenger and cargo tickets; and preferential loans covering 40-50% of the total project investment.

Regarding the timeline, CT Group proposes to be assigned to prepare and finalize the pre-feasibility study report for the Ho Chi Minh City - Can Tho - Ca Mau railway project in 2025-2026; prepare the feasibility study report and environmental impact assessment in 2026-2027; commence construction in 2027; and put into commercial operation in 2031-2032.
