The meeting just concluded at the Ho Chi Minh City People's Committee at 9 PM. This was a very urgent meeting, taking place immediately after the National Assembly passed a Resolution amending and supplementing several articles of Resolution 98 on piloting some special mechanisms and policies for the development of Ho Chi Minh City.
Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, said that Ho Chi Minh City will hold meetings and immediately implement the tasks, with clear addresses and timelines, right after the National Assembly approves the Resolution. This aims to promptly implement the tasks assigned to the city by the National Assembly and is also a token of respect and sincere gratitude to the National Assembly and central agencies.
"A resolution with specific characteristics should be implemented in a way that reflects those specific characteristics."
Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, emphasized this point in the first part of his concluding remarks at the meeting. According to the Chairman, this is an extremely important and urgent task. When implementing it, one should not strive for perfection but apply flexibility. Any issues that can be applied should be applied immediately because Resolution 98 contains provisions that precede the law.
He also noted that the implementation timeframe was too tight (the Resolution will take effect from January 1, 2026), therefore the steps must be carried out in parallel. Instead of waiting for one step to be completed before moving on to the next, the process should be done sequentially. All steps must be completed by December to be presented to the City People's Council meeting at the end of December.
The Chairman of the City also requested that departments and agencies not only coordinate with each other but also with the investors who have registered to implement the specific projects mentioned in the resolution.
Earlier, Vice Chairman of the People's Committee of Ho Chi Minh City Nguyen Manh Cuong, Vice Chairman of the People's Committee of Ho Chi Minh City Tran Van Bay, leaders of the Departments of Construction, Planning and Architecture, Finance, Industry and Trade, and the Office of the People's Committee of Ho Chi Minh City… also reported and gave their opinions.
Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Manh Cuong analyzed many issues such as establishing free trade zones (FTZs) and attracting strategic investors, which are currently not regulated in the law. Therefore, he suggested that when the People's Council reviews the proposals, it should be highly flexible, based on specific characteristics, to ensure that implementation is quick and smooth.
Vice Chairman of the Ho Chi Minh City People's Committee Tran Van Bay and representatives from other departments also proposed that resolutions be submitted to the City People's Council through a streamlined process to ensure the fastest possible implementation. At the same time, departments should submit their prepared resolutions to the City People's Council committees for review as soon as possible, without waiting.

By December 18th, all departments and agencies must complete their reports.
To ensure timely submission of implementation resolutions to the Ho Chi Minh City People's Council, the Chairman of the City People's Committee, Nguyen Van Duoc, has specifically assigned tasks to each department and agency. Specifically, regarding matters related to the urban railway, the Department of Construction is tasked with leading and coordinating with the Urban Railway Management Board.
Regarding the establishment of Free Trade Zones (FTZs), the Department of Industry and Trade is assigned to lead and coordinate with other departments. For Trade Development (TOD), the Department of Planning and Architecture is responsible; for Build-Transfer (BT) projects, the Department of Finance is responsible for coordinating with the Department of Agriculture and Environment and other relevant departments… Other detailed tasks are also specifically assigned to the relevant departments.
The Chairman of Ho Chi Minh City has set December 18th as the deadline for all departments and agencies to submit detailed reports; on December 19th, the Office of the People's Committee of Ho Chi Minh City will compile and send them to the Standing Committee of the City Party Committee. All of this is to ensure everything is ready for the Ho Chi Minh City People's Council meeting at the end of December.
