Comrade Nguyen Van Duoc: The new Resolution 98 will help Ho Chi Minh City develop rapidly in the coming time.

At noon on December 10th, during the regular year-end session of the Ho Chi Minh City People's Council in 2025, the Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, pledged to the delegates of the Ho Chi Minh City People's Council and the city's voters that, if the National Assembly approves the amended and supplemented Resolution 98, the city will immediately implement new mechanisms and policies to create a breakthrough in development in the coming period, aiming for double-digit growth in 2026.

Over 804 trillion VND from the public has been "unlocked".

The Chairman of the People's Committee of Ho Chi Minh City shared that in 2025, the city had achieved commendable results.

Most socio -economic indicators for 2025 are expected to meet or exceed targets. Specifically, GRDP is estimated to increase by 8.03%, reaching nearly 3 trillion VND (accounting for 23.5% of the national GDP). GRDP per capita is projected to reach 8,755 USD. State budget revenue will account for one-third of the national total.

The city also reviewed and reduced 435 administrative procedures related to production and business activities; shortened the investment approval process from 35 days to 17 days; and achieved a citizen satisfaction rate of 90.69%.

The results contributed to improving the effectiveness of attracting domestic and foreign investment, attracting $8.9 billion in FDI, an increase of over 30% compared to the same period last year. Of this, more than $2 billion was invested in the fields of science and technology and innovation, reflecting Ho Chi Minh City's orientation of placing science and technology and innovation at its center.

In particular, Ho Chi Minh City has resolved 80% of the issues for 670 out of 838 projects (covering 16,200 hectares), unlocking over 804,000 billion VND from social resources, contributing to a 269% increase in budget revenue from land use fees compared to the same period.

"With the spirit of 'not letting files sit idle,' many large projects and constructions have been restarted, bringing development to the city," Comrade Nguyen Van Duoc informed.

The Chairman of the Ho Chi Minh City People's Committee also affirmed that the city has operated the two-tiered local government model stably, effectively, and efficiently, which is considered "correct and appropriate according to the Central Government's directives." This includes the efficient and smooth operation of the Public Administrative Service Centers at all levels; the development of plans for arranging and assigning commune-level civil servants in accordance with the practical situation; and the expansion of online public services to level 4 in 38 localities…

These results are the fruit of decisive leadership, extraordinary efforts by the government system, and the unity of the people and businesses.

However, Ho Chi Minh City also faces shortcomings and limitations, such as unsatisfactory disbursement of public investment capital; and uneven efficiency in the operation of the new administrative apparatus. Along with these are the problems pointed out by the General Secretary , such as traffic congestion, environmental pollution, flooding, and issues related to social order and safety, including the lack of drugs. These are issues the city has seriously acknowledged and is determined to address in the coming period.

The Chairman of the Ho Chi Minh City People's Committee acknowledged that voters and representatives of the Ho Chi Minh City People's Council had raised many insightful and relevant opinions. This accurately reflects the concerns of the voters and demonstrates their spirit of partnership and shared responsibility with the Ho Chi Minh City People's Committee during this period of many difficulties, challenges, and unpredictable circumstances.

Comrade Nguyen Van Duoc pledged to consider all opinions and implement them with concrete solutions, with a decisive and unwavering spirit, to create a foundation for the city to enter 2026 with a new mindset, new confidence, and a sense of responsibility towards the people.

Unlocking all resources, achieving double-digit growth.

According to Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc, in 2025, the city focused on participating in and proposing amendments and additions to Resolution 98/2023/QH15 of the National Assembly on piloting some specific mechanisms and policies for the city's development. It is expected that on December 11-12, the National Assembly will vote to approve the draft Resolution amending and supplementing some articles of Resolution 98.

If approved, the amended and supplemented Resolution 98 will be a powerful tool for the city's remarkable development in the coming period. With these new mechanisms and policies, the city is determined to complete its master plan in 2026 to attract investment, contributing to the city's expected growth.

Regarding the tasks for 2026, the Ho Chi Minh City People's Committee proposed the theme for 2026 as: "Unlocking institutions - Unleashing resources - Infrastructure breakthroughs - Enhancing service efficiency - Creating substantive changes in the city's development." Mr. Nguyen Van Duoc shared that this theme reflects the determination to change mindsets, innovate models, unleash all potential, and build an administrative apparatus that serves better, faster, and more efficiently.

The Chairman of the Ho Chi Minh City People's Committee affirmed that the city's highest goal for 2026 is to "create substantial, clear, and measurable changes" in governance methods (results-based governance), in economic development, and in the quality of services provided to citizens and businesses.

To accomplish its tasks in 2026, the city has set out five main groups of targets with 26 sub-targets, including:

- 6 economic indicators

- 8 socio-cultural indicators

- 6 indicators for urban development and environmental protection

- 2 indicators for administrative reform

- 4 security assurance criteria.

The city has also identified five key tasks and solutions. These include unlocking all resources, innovating governance models, and ensuring the achievement of double-digit growth targets. Simultaneously, it aims to effectively implement specific resolutions for the city, such as Resolution 222 on the establishment of the International Finance Center and Resolution 188 on urban railways.

The city will restructure its economy, develop the digital economy as a growth engine; improve and upgrade the investment and business environment; enhance competitiveness; build a proactive government that serves the people, considering citizens and businesses as the central focus and subjects of service; and businesses as the resource and driving force of development.

The city also continues to promote cultural and human values; fundamentally and comprehensively reform education and implement comprehensive healthcare models for its citizens, and take care of social welfare.
