According to the Provincial Enforcement Agency, before applying the coercive seizure measure, the enforcement agency had repeatedly issued notices requesting Cao Nguyen Investment Joint Stock Company to voluntarily fulfill its obligations under the judgments of the two-level People's Courts and other legally effective decisions. However, the company did not fully comply, so the Enforcement Agency was forced to proceed with the seizure to ensure the legitimate rights and interests of the parties involved in the enforcement.
