According to the report of Hai Luu Commune People's Committee, from September 29, 2025 to early October 2025, heavy rain combined with water flowing from upstream caused the water level of Lo River to rise suddenly. Although the water began to recede on October 6, the deep flooding that lasted for many days weakened the ground, creating conditions for landslides to increase at a rapid rate.
In two residential areas of Ha village and Hong Duong village, many large landslides have appeared, eating deep into the mainland, sweeping away trees, livestock facilities and directly threatening many households.

The second landslide in Ha village is over 600m long, on average 10m deep into the ground, in some places up to 15m. The landslide caused property damage and directly affected the lives of more than 50 households. Specifically, a 100m2 pig pen of a household was damaged and many trees and bamboo bushes were swept away. Some landslides approached the edge of the residential road, posing a danger to nearby households.

Mr. Nguyen Duy Vien, Ha village, Hai Luu commune, is one of the most affected households. He said: “The family’s alluvial land has been very flat for generations. There were some landslides before, but not much. But after several storms in 2024 and 2025, more than 400 square meters of alluvial land adjacent to his family’s land was washed away, encroaching on both residential land and barns.”
To fix the problem, his family spent nearly 100 million VND to pour 170 trucks of soil to reinforce the bank, but the flood in September 2025 washed away almost the entire area where the soil was poured because it had not yet stabilized. Mr. Vien is currently raising large-scale livestock with 20 sows and 180 commercial pigs, so the landslide greatly affected the family's economy .

Similarly, Mr. Nguyen Duc Tien's household in Ha village also suffered a landslide of nearly 300 square meters, lost many perennial trees and seriously threatened his barns. Next to that, Mr. Bui Van Minh's household also suffered a landslide of 200 square meters of residential land, with the remaining house area being only about 100 square meters.
Faced with serious landslides in Hong Duong and Ha villages, Hai Luu Commune People's Committee has directed the installation of warning signs, erected barriers, inspected the danger zone and mobilized people to evacuate from high-risk areas. So far, there have been no human casualties, but the situation remains complicated.

Comrade Do Duy Chien - Chairman of Hai Luu Commune People's Committee said: The left dike of Lo River from Tuyen Quang Province to Vinh Phu Bridge is 28km long, of which the section passing through Hai Luu Commune is 14.6km, with two dikes with nearly 600 households living outside the dike. Since 1986, the situation of Lo River water rising has recurred, causing serious flooding and landslides. The whole commune currently has nearly 60 households severely affected by landslides. Some households have to temporarily relocate when the water rises, then return when the water recedes, causing instability in their lives.
Mr. Chien emphasized that the risk is still very high, because if the rain and floods continue, landslides can spread, affecting houses and roads.
According to the assessment, the main causes of landslides include: Continuous storm circulation causing prolonged heavy rain; strong currents eroding the foot of the dike and riverbank soil; weak ground, soaked in water for a long time leading to subsidence, deep slide and lack of a solid protective embankment system.
Therefore, if there continues to be heavy rain or river water rises, landslides may expand, causing houses to collapse, damage roads, seriously affecting people's lives and endangering their lives.
The Commune People's Committee proposed that all levels and sectors promptly conduct surveys, assess risks and approve emergency anti-erosion embankment projects. Temporarily reinforce landslide areas and areas at risk of landslides to prevent widespread erosion. Identify two landslide points in Hong Duong and Ha villages as particularly dangerous, requiring priority investment in large-scale projects to protect the lives and property of nearly 60 households.
Landslides in Hai Luu have been evolving in a complex direction. As the weather continues to have unusual changes, the risk of further landslides still exists. Therefore, fundamental and timely solutions are needed to stabilize people's lives, protect residential areas and production from increasingly unpredictable changes in weather and rivers.
