Prolonged heavy rains in recent days have caused landslides and seriously damaged traffic infrastructure on National Highway 27C, National Highway 27, Provincial Road 9, Provincial Road 701, Provincial Road 703, Provincial Road 707 and Ngoc Thao Bridge. According to statistics from the Department of Construction, on National Highway 27 (connecting Phan Rang and Da Lat), there were landslides on the negative and positive slopes from Km26 to Km56, causing local separation on the route; at Km36+700 and Km37+470, the road surface was cracked and completely collapsed. On Provincial Road 9 (connecting Ba Ngoi ward with Khanh Son commune), the Khanh Son pass area had landslides on the negative and positive slopes from Km12 to Km33; at Km10+180, the culvert head was eroded. Provincial Road 701 (coastal road Phu Tho - Mui Dinh) from Km24 to Km38 had rocks and soil falling onto the road surface, causing local separation on the route. Provincial Road 703 (connecting Ninh Phuoc commune with Bao An ward) from Km2 to Km3 had erosion of the slope and road surface. Provincial Road 707 (section through Bac Ai Tay commune) had erosion of the positive and negative slopes from Km15+000 to Km44+000. Ngoc Thao Bridge (North Nha Trang ward) had erosion of the bridge abutment and the upstream concrete retaining wall.

On National Highway 27C (connecting Nha Trang - Da Lat), after the landslide on the evening of November 16, many new, more serious landslides have appeared. Mr. Le Thuan Doan - Director of Khanh Hoa Road Management and Construction Joint Stock Company (road maintenance unit) said that currently, National Highway 27C section through Khanh Le Pass is very seriously damaged, the road surface has potholes, cracks, and subsidence with a total area of about 1,500m 2 . There are a total of 42 large landslides with a total volume of about 104,530m 3 of earth and rock and 100 fallen trees, of which 19 points completely blocked the road. In addition, thousands of meters of ditches were filled. The most serious at Km26+350, 2/3 of the road surface on the right side of the route was cracked, broken, and subsided 1m and has the potential to develop further. The slope of this section has begun to collapse. At Km37+470, there was a collapse of half of the lane. At Km36+700, the road surface and the negative slope collapsed 100m long and 10m wide, completely blocking the road. Since November 16, the contractor has mobilized motorbikes and equipment to the landslide sites to clear the route, assign people to direct traffic and ensure traffic at key locations. The authorities of Lam Dong province have set up barriers to prevent vehicles from moving to serve the clearing work.
Declaration of natural disaster emergency
According to Mr. Nguyen Van Vinh - Deputy Director of the Department of Construction, to ensure the safety of people's lives and property, and minimize possible traffic incidents, the Provincial People's Committee has issued a document requesting the Lam Dong Provincial People's Committee to support and coordinate the deployment of forces to block, patrol, and control at the beginning of Song Pha Pass in Lam Dong Province to prevent vehicles from traveling down the pass. The Department of Construction has also issued a document requesting the Provincial Police to coordinate with functional forces and local authorities to block people and vehicles from traveling on Provincial Road 701 and Provincial Road 707. At the same time, the People's Committees of Phuoc Dinh, Ca Na, Lam Son, and Bac Ai Tay communes are requested to coordinate in placing warning signs, barricades, and prohibiting vehicles from passing at unsafe locations. Transport enterprises and bus stations proactively adjust their routes and change routes to avoid Provincial Road 701 and Provincial Road 707 during the time the functional forces block the road.
Comrade Le Huyen - Vice Chairman of the Provincial People's Committee said that on November 24, the Provincial People's Committee issued a decision to declare a natural disaster emergency to overcome the damage to traffic infrastructure on National Highway 27C, National Highway 27, Provincial Road 9, Provincial Road 701, Provincial Road 703, Provincial Road 707 and Ngoc Thao Bridge due to the impact of floods from November 16 to 22. The Provincial People's Committee requested the Department of Construction to review and determine the specific extent of damage to road works caused by natural disasters, repair and remedial solutions and issue an order to build emergency works to overcome the consequences of natural disasters according to the provisions of law. When completing the construction of emergency works, overcoming the consequences of natural disasters according to the natural disaster emergency situation, the Department of Construction reports to the Provincial People's Committee as a basis for considering declaring the end of the natural disaster emergency situation. The Department of Finance advises the Provincial People's Committee to arrange funds for the Department of Construction and relevant units to carry out urgent tasks of preventing, combating and overcoming the consequences of natural disasters as soon as possible.
Request for support in blasting rocks on National Highway 27C
The Provincial People's Committee has just sent a document to Military Region 5 and the Provincial Military Command requesting support for rock breaking by blasting on National Highway 27C. According to the Provincial People's Committee, on National Highway 27C through the province, there is a very serious landslide on the slope of the positive slope. In the range from Km28+800 to Km55+100, many large landslides have caused fractures, dividing the road into many small sections, with large volumes of soil and many large rocks blocking the roadbed, causing traffic congestion, especially at Km44+410 where there are very large rocks that cannot be cleared by excavators but must be broken by blasting. To speed up the progress of rock clearing, ensuring the opening of National Highway 27C as soon as possible, the Provincial People's Committee requests Military Region 5 and the Provincial Military Command to support forces and equipment to carry out rock blasting work on the above sections.
